Job Summary:

Perform a variety of activities in support of the operation of a landfill and serve as relief operator for wastewater treatment plant. Duties including managing landfill cell, collecting test samples, preparing required regulatory reports/check lists, collecting samples, collecting blanket reading, monitoring plant operations, and maintenance tasks.

Typical Duties and Responsibilities:

Manage waste pack within cell to maintain cell access during inclement weather to ensure cell remains open.

Manage waste placement within cell to maximize cell capacity.

Manage cell leachate: pumping, transfer to 40-Acre and off-site disposal as necessary.

Complete all necessary activities to ensure RCRA permit compliance.

Maintain grounds and ensure site drainage flows properly off site.

Maintain heavy equipment on site: ensure routine maintenance and any repairs are done as necessary.

Manage and coordinate off-site shipment of hazardous leachate.

Ensure all stormwater/leachate (hazardous/non-hazardous)/sump pumps are operational. Manage stormwater pumping to 40-Acre.

Collect, record and submit for analysis stormwater samples as required by storm water permit.

Communicate and work with lab personnel, maintenance personnel, safety and compliance personnel, vendors, and other plant operators. Maintain groundwater sampling wells.

Maintain records of plant operations: daily logs, weekly inspections and monthly logs.

Receive waste within the cell. Inspect incoming waste loads, perform testing on waste loads as required by permit, verify manifests and accept loads.

Collect and prepare samples for transfer to central lab and commercial lab.

Develop and review SOP's.

Relief Operator for wastewater treatment plant.

Capable of performing all Operator Il duties as identified in Operator Il job description.

Perform other related duties as assigned.

Knowledge, skills, and abilities:

Ability to plan cell waste placement and compaction to ensure proper drainage, space for large items, appropriate management of incoming waste loads to maintain cell access (including to rear of active cell) through preservation of an internal road that can accommodate truck traffic in the cell during all-weather conditions.

Knowledge of the operation of heavy equipment such as dozer, compactor, tractor and tractor mower as well as electrical pumps and power tools.

Knowledge of RCRA Campbell Bayou Permit and state as well as federal regulations governing industrial waste landfill sites.

Knowledge of proper safety practices and procedures.

Ability to operate assigned equipment such as heavy equipment such as dozer, compactor, tractor and tractor mower.

Ability to read manifests, policies, procedures, maintenance manuals, inspection forms, product labels, training materials and test results.

Ability to perform basic mathematical functions: addition, subtraction, division and multiplication.

Ability to communicate orally both in person and by telephone or computer (e-mail).

Ability to write to fill out inspection forms, daily logs, training tests, and other forms and reports.

Ability to operate power tools and hand tools, such as ratchets, sockets, and wrenches.

Ability to perform maintenance and repair for equipment assigned.

Environmental conditions

Work is performed indoors and outdoors in extreme heat (100 &degree;F) and cold (32 &degree;F) in all weather conditions.

Work is performed indoors and outdoors at an industrial setting

Education, certification, and experience required:

High school diploma or equivalent.

Some experience in the maintenance and repair of mobile and stationary equipment.

Experience in industrial plant operations preferred. V

Valid Class "C" Texas Driver's License.

Be able to obtain HAZWOPER 24 HOUR and Department of Transportation (DOT) certification (required for hazardous leachate shipments) course must be taken within six months of initial hire date to the facility and then renewed annually. Heavy equipment operator certification. Solid Waste Screening Certification is required.

Physical requirements:

Ability to sit, stand, walk, kneel, crouch/stoop, squat, twist upper body, and climb ladders while performing various job functions such as inspecting plant, taking samples, and adjusting valves.

Ability to grasp with hands and manipulate tools, pumps, and heavy barrels.

Ability to grasp with hands and manipulate glass sample bottles.

Ability to safely operate a motor vehicle.

Ability to safely operate heavy equipment.

Ability to lift up motors and conduit weighing up to 40 lbs.
