POSITION SUMMARY
The Senior Analyst performs professional work of varying degrees of difficulty and responsibility in the preparation and administration of agency budgets and the conduct of economic research and studies; in the preparation and conduct of administrative, procedural and operational studies and analyses concerning the agency’s organization and operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Assist in the preparation and monitoring of operating, net position and cash flow budgets
- Assist in the preparation and monitoring of capital budgets
- Responsible for monthly analytical reviews of actual versus budget and prior year results
- Responsible for account analyses to ensure quality control over financial and operational reporting
- Maintain capital asset and depreciation schedules to facilitate safeguarding of assets, allocations and the financial reporting
- Assist in the preparation of financial forecasts in connection of asset repositioning including HUD Rental Assistance Demonstration (RAD), Streamlined Voluntary Conversions (SVC), other Low-Income Housing Tax Credit (LIHTC) and other real property development and mixed finance transactions
- Assist in the preparation of pro-forma financial statements in connection with asset repositioning financial analyses and reports for existing and potential investor partners
- Participate in the review of affiliated entity tax returns prepared in connection with mixed finance transactions
- Participate in the enterprise-wide financial system conversion and in the implementation of new technologies
- Participate in the documentation of finance policies and procedures
- Performs other duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES
- Working knowledge of enterprise-wide financial reporting systems, public housing software is a plus
- Working knowledge of US Generally Accepted Accounting Principles (US GAAP)
- Working knowledge of operating and capital budgeting
- Experience in the implementation of IT systems to achieve process improvements
- Practical knowledge of HUD rules and regulations preferred
- Practical knowledge of mixed finance transactions such as Low-Income Housing Tax Credits (LIHTC) and HUD Asset Conversions
- Experience in Federal, State and Local taxation
- Ability to perform assignments without supervision
- Strong organizational skills
- Strong arithmetic and mathematical skills
- Effective oral and written communications
- Ability to receive and process information in a confidential manner
EDUCATION AND EXPERIENCE
- Bachelor’s Degree of Science from an accredited college or university, preferably in Accounting or Finance.
- A minimum of five years of experience in Budgeting, Accounting and Forecasting.
- A minimum of two years of audit experience in a certified public accounting firm.
