Senior Director of Early Childhood Education

Summary
To work as a member of the Executive Team: to plan, and direct early childhood programs including Head Start/Early Head Start, and Virginia Preschool Initiative.Develop and monitor goals and objectives, short and long term, in accordance with local, state and federal regulations; to provide direction and leadership to service delivery managers, administrative and other support staff to ensure effectiveness, efficiency in the delivery of quality services and in the implementation of productive day to day operations and community partnerships.
Duties
- Will prepare grant/refunding applications, budgets, local, regional and other reports for funding/other sources with timeliness to include the key players; Chief Executive Officer, Board of Directors, Policy Council, Executive Staff, Management Team/Support Staff of Head Start/Early Head Start, Virginia Department of Education, and Hampton City Schools in the planning process.
- Will give guidance and direction to Head Start/Early Head Start and Virginia Preschool Initiative staff to facilitate efficient effective program operations.
- Will give oversight routinely analyzing, monitoring program operations; revenue and expenditures; property procurement, inventory control for modifications and compliance.
- Will share/interpret administration, governmental statutes, regulations, federal transmittal notices to/for program staff for implementation.
- Will participate in other mandated activities such as: Audits, Self-Assessments, On-Site Reviews, Board of Director, Policy Council Meetings, Conferences/Trainings to perform job responsibilities with accountability.
- Will coordinate with the Chief Financial Officer and other members of the Administrative/Executive Staff to facilitate program effectiveness.
- Will establish/implement/enforce program policies and procedures; ensure obtaining/ reviewing appropriate contracts, agreements, conditions, terms and other obligations.
- Will ensure appropriate staffing for all service areas, to support the organization structure and will ensure/facilitating the delivery of quality services to Head Start/Early Head Start and Virginia Preschool Initiative families.
- Will provide leadership and/or direction to staff, special committees, Policy Council, Board of Directors and the Community at large, in the best interest of the Agency, children, parents and staff.
- Will serve as an advocate for HRCAP and early childhood children, families, and staff.
- Will ensure the development and proactive interaction of community and family partnerships to improve the quality of life for the families being served by HRCAP early childhood programs.
- Will serve as a liaison between the Recipient, Policy Council, HRCAP Board of Directors, Local Education Institutions and Community Agencies serving Head Start/Early Head Start and Virginia Preschool Initiative families.
- Will foster shared decision making with the Chief Executive Officer, Policy Council, Parent, Center Committees and the Board of Directors, to ensure sound organization, effective operations and support of the Head Start/Early Head Start philosophy.
- Will ensure that the governing bodies of Head Start/Early Head Start are informed and functioning according to local by-laws, Head Start Program Performance Standards, and the Head Start Act.
- Will establish and implement effective communication systems to ensure that timely, accurate information is provided to: the Chief Executive Officer, parents/staff, policy groups, community, partners, Virginia Department of Education, Office of Head Start, etc.
- Will provide for the development of policies, procedures and timetables for program planning, financial reporting, accountability, with a monitoring system.
- Will establish and maintain efficient record keeping and reporting systems to provide for accurate, timely information regarding children, families and staff. Will ensure confidentiality of personal identifiable information.
- Will provide for staff development under the advisement of service area managers, Chief Executive Officer, Regional Office/TA Specialist, and Local Education Agencies.
- Will ensure that staff/consultants be hired; with knowledge of the content area skills/experience needed to perform their assigned functions responsibly and with timeliness.
- Will ensure non-compliances, deficiencies are corrected within a timely manner; will assist staff in developing plans/timetables for addressing identified problems.
- Will provide for: annual/provisionary evaluations of staff for the purpose of defining and enhancing professional/personal growth, career development of staff and parents.
- Will enforce personnel policies/procedures, standards of conduct for staff/consultants and others affiliated with Head Start/Early Head Start and Virginia Preschool Initiative.
- Will provide for: maintenance, repair, safety, security of all Head Start/Early Head Start facilities, materials, equipment and agency vehicles.
- Will ensure program self-assessments and community assessments are conducted annually with participation of Board members, when possible, Policy Council, staff, Community Agencies and Representatives.
- Will ensure that Head Start equipment, toys materials and furniture are age appropriate, culturally relative, clean, safe and sound, for Head Start/Early Head Start and Virginia Preschool Initiative children, to include children with disabilities.
- Will ensure that hiring, training, evaluating program staff for their work and will make recommendations on personnel issues such as employment, retention, promotion and/or termination.
- Will ensure systems management, monitoring i.e. reporting, record keeping, Human Resources, Facilities, materials and building maintenance.
- Will ensure automation, emergency intervention systems are in place.
- Will attend state, local, national meetings, conferences for early childhood development and/or community engagement.
- Will comply with Virginia Department of Education Child Care Licensing Standards.
- Will perform other duties as assigned by the Chief Executive Officer.
Requirements
Must have at least a Bachelor’s degree in Early Childhood Education, Administration, Human Services, Developmental Psychology or a related field, with at least three years of experience in a supervisory capacity with three years of experience in fiscal management, and administration.Head Start Experience preferred.
Must have familiarity with the ethnic background and heritage of families in the program and must be able to serve and effectively communicate to the extent feasible, with children and families with no or limited English proficiency.
Must have demonstrated skills and abilities in a management capacity relevant to human services program management.
Must have knowledge, skills, and experience in the following areas: Early Childhood Education and Development, principles of management, administration principles of human development; the functions of social service grantee agencies; principles, practices and objectives of the Head Start program; budget preparation, administrative analysis; Federal, State, City and other laws, rules, regulations and guidelines.
Must demonstrate the following abilities: grant writing, problem solving, effective personnel management, and budget management skills; must have excellent written and verbal skills; must be able to promote/ensure, facilitate quality outcomes for children, families, staff and the agency.
Must exhibit professionalism on site/off site while managing/ implementing duties and responsibilities.
Benefits
The Hampton Roads Community Action Program offers a variety of medical, dental, and vision insurance coverage options for employees and their dependents. The company contributes 75% of the premium costs for health insurance. Coverage begins on the first day of the month following the employee's hire date. The cost of coverage varies based on the selected plan and/or dependent coverage. All health insurance premiums are deducted from payroll on a pre-tax basis through a Section 125 Plan. Additionally, our retirement plan includes a dollar-for-dollar match on salary reduction contributions made by each participant, up to 3%, after one year of service. We also provide eleven (11) paid holidays throughout the year: New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day.
