Develop policies, management plans, procedures, and guidance for implementation in civil works and regional engineering programs; 2. Justify budgetary process and appropriations for civil works and other water resource projects; 3. Provide technical leadership, staff coordination, and consultation of projects/programs to review, assess, evaluate and analyze organization's performance and operations; and 4. Perform supervisory duties for the personnel management of a multi-interdisciplinary staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14)
