The role of the Project Controls Cost Analyst 2 involves conducting comprehensive cost engineering assessments and activities. This position is pivotal in identifying cost trends that inform management decisions.

Key Responsibilities
  • Collaborate with financial accounting and project controls to synchronize the project control baseline cost model with actual cost accounting data.
  • Assist management in maintaining accurate control, tracking, and cost accounting for project financials, ensuring alignment with the approved Work Breakdown Structure.
  • Review proposal requirements related to cost engineering and material control, developing supporting data for proposal creation and contract negotiations.
  • Establish and uphold the project Performance Measurement Baseline (PMB).
  • Develop and maintain project budgets, forecasts, and cash flow analyses.
  • Analyze variances between budgeted costs and actual costs of work performed.
  • Calculate Earned Value (EV) for completed work and monitor performance of large construction subcontracts.
  • Create Project Change Notices to secure budgets for additional work.
  • Conduct 'what-if' analyses to evaluate different funding scenarios.
  • Prepare cost studies using historical data, statistical analysis, and cost comparisons.
  • Support project status reporting, variance analysis, trending, forecasting, and Earned Value Management System (EVMS) reporting.
  • Maintain configuration control of the baseline cost model and ensure that changes are made only after proper approval.
  • Establish formats and content for summaries and reconciliations, highlighting areas of risk and confidence levels.
  • Oversee the collection, input, and reporting of cost data, as well as the processing of work authorization documentation.
  • Assist in the development and submission of internal and external reports, including key indicators for Schedule Performance Index (SPI) and Cost Performance Index (CPI).
  • Interface with management and project proposal teams for cost presentations.
  • Control ongoing project forecasts and communicate progress to asset management.
  • Perform data analysis, identify issues, and provide recommendations.
  • Foster a collaborative team environment to ensure effective teamwork.
  • Work under general supervision and may lead the work of others.
  • Perform additional duties as assigned.
Qualifications

The ideal candidate will possess:

  • Strong organizational and interpersonal skills.
  • Effective written and verbal communication abilities.
  • Intermediate proficiency in MS Excel, MS Word, and MS PowerPoint.
  • Intermediate knowledge of Primavera P6, Success Estimator, Cobra, Oracle, and EVMS.
  • Capability to develop labor unit rates as required by project type.
  • Advanced proficiency in R.S. Means and Richardsons.
