Position Overview

Fluor, in collaboration with AECOM, has secured a multi-year contract to provide program delivery support services for a significant infrastructure initiative. This project aims to establish a high-speed rail system connecting major regions, enhancing transportation efficiency.

This role is pivotal in providing both technical and strategic oversight for the Estimating department. The position necessitates regular collaboration with Estimating leadership, project teams, engineers, and other stakeholders.

Key Responsibilities
  • Oversee all aspects of estimate quality, execution, planning, staffing, and training.
  • Collaborate with management to prepare proposals, ensuring consistency with previous project benchmarks.
  • Present estimates to management and clients with authority and credibility.
  • Manage personnel development, offering training and performance feedback.
  • Analyze complex situations, forecast potential issues, and recommend actionable solutions.
  • Effectively organize and prioritize multiple projects to meet critical deadlines.
  • Work within the Program Management & Oversight Branch, contributing to the development of comprehensive capital cost estimates.
  • Facilitate the creation of cost estimates in collaboration with internal and external stakeholders.
  • Support the preparation of Programmatic Business Plan estimates and project updates.
  • Review contractor change order estimates and prepare independent cost evaluations.
  • Develop policies and procedures for programmatic cost estimating.
  • Perform additional duties as assigned.
Candidate Requirements

To be considered for this role, candidates must be authorized to work in the country of employment.

Basic Qualifications
  • Accredited four-year degree or equivalent in a relevant field, along with fifteen years of related experience, or a combination of education and experience totaling nineteen years for non-degreed candidates.
  • Experience in large-scale construction projects.
Knowledge and Skills

Proficient understanding of construction principles, scheduling software, and project management methodologies is essential. Familiarity with rail systems construction and associated disciplines is highly advantageous.

Preferred Qualifications
  • Degree in Construction Management, Quantity Surveying, Engineering, or related field.
  • Experience in project scheduling.
  • Proficiency in software applications such as Primavera P6, TILOS, and Microsoft Office Suite.
  • Knowledge of rail and roadway transportation projects.
  • Extensive experience in scheduling and project controls.
