The Chief Operating Officer (COO) plays a pivotal role within the management team, reporting directly to the Associate Laboratory Director for Infrastructure and Capital Projects. This position is integral to overseeing a significant portfolio of capital investments at Los Alamos National Laboratory, with a projected budget of approximately $1.76 billion over the upcoming years. The portfolio encompasses numerous large-scale capital initiatives, each exceeding $50 million, as well as a multitude of smaller projects executed under various funding mechanisms.
The COO will represent the organization in various high-level committees, including the Laboratory Operations Committee, which fosters integration across the institution. Responsibilities will include:
- Collaborating closely with the management team to implement strategic initiatives and operational improvements.
- Engaging in both strategic and tactical planning alongside other senior managers.
- Providing timely and effective responses to institutional requests.
- Enhancing processes for the successful completion of capital projects.
- Mentoring the management team on institutional systems and procedures.
- Addressing program and project challenges that require collaborative solutions.
- Communicating organizational initiatives to other departments.
- Leading cultural transformation efforts within the organization.

Leadership Skills

Technical Expertise
A proven track record of success at a senior management level, particularly in infrastructure management and large-scale project execution, is necessary.

Collaboration Skills
Demonstrated ability to work with high-level stakeholders and build trust within the organization is essential.
Educational Background: An advanced degree in a relevant technical field is preferred, or equivalent experience.
Preferred Qualifications:
- Knowledge of project management processes relevant to large-scale initiatives.
- Experience in complex operational environments, particularly in hazardous settings.
- Familiarity with the technical aspects of national security programs.
- Experience managing safety and compliance incidents.
- Possession of a Q-Clearance is advantageous.
