Key Responsibilities:
  • Establish or transition into a unit or team within the Planning Section.
  • Configure the team to support operational needs as required.
  • Oversee GIS activities across multiple teams during complex incidents.
  • Manage the NIMS Type 1 GIS Analyst and coordinate staffing and resources to meet mission-specific requirements.

Qualifications:
  • Ability to work effectively under disaster conditions.
  • Outstanding written, verbal, and interpersonal communication skills.
  • Proven ability to collaborate professionally and efficiently in a team environment with various stakeholders.
  • Must successfully complete a drug test and background check.
  • Provide documentation that verifies identity and eligibility to work in the United States.
  • Experience functioning in this role during operational incidents, planned events, exercises, drills, or simulations within the last three years.

Knowledge and Skills:
Familiarity with common location reference systems, including the United States National Grid (USNG) and latitude/longitude, is essential for supporting disaster operations. Additionally, the ability to acquire data for GIS software, including coordinating Memorandums of Understanding (MOU) for event imagery and local data, is crucial.

Understanding how to evaluate various map types and data sources to identify limitations and present the most relevant information is vital. Knowledge of predictive models such as Hazus Multi-Hazards, CBRN, and Wildland Fire Behavior Modeling for producing maps, analyses, and reports for situational awareness and decision-making is required.

Current knowledge of the latest GIS technologies and certifications in the industry is expected. Experience in a management role within public safety, emergency management, or a GIS team, along with familiarity with industry-standard methods and processes for managing GIS resources, is advantageous.

Successful experience as a Type 1 GIS Analyst during deployments, incidents, or training exercises, including tabletops, is preferred.

  • IS-2900: National Disaster Recovery Framework Overview
  • E/L 0964: National Incident Management System Incident Command System All-Hazards Situation Unit Leader Course
  • E/G/L 0191: Emergency Operations Center/Incident Command System Interface

Successful completion of the National Qualification System (NQS) Position Task Book (PTB) for the NIMS Geographic Information Systems Supervisor or equivalent documentation is preferred.


Physical Requirements:
  • Must be able to remain in a stationary position for 90% of the time.
  • Occasionally move about the office to access file cabinets and office machinery.
  • Constantly operate a computer and other office productivity machinery.
  • Ability to communicate information clearly and effectively.
  • Ability to observe details at close range.
