The Senior Advisor for State External Affairs in West Virginia plays a crucial role in fostering relationships and advocating for FirstEnergy's stance on public policy and regulatory matters that affect the organization. This position involves engaging with key stakeholders who influence policy and regulation within the state, including customer advocacy groups, industry trade associations, and relevant colleagues in the sector. The Senior Advisor will lead the formation of coalitions with aligned partners and prepare necessary materials to communicate the company's positions effectively. Furthermore, the Senior Advisor is tasked with developing key messages for government audiences, which include both the executive and legislative branches, as well as the Public Service Commission of West Virginia. Maintaining close communication with company experts across various departments such as operations, economic development, customer service, environmental, and regulatory teams is essential. The Senior Advisor must possess a deep understanding of the legislative and regulatory landscape and be capable of anticipating outcomes and their implications for FirstEnergy.

Key Responsibilities:

  • Identifying regulatory, legislative, and policy opportunities that align with the company's strategic objectives;
  • Acting as a liaison to the Governor's office, State Legislature, and Public Service Commission;
  • Representing the company at commission meetings, legislative hearings, and stakeholder engagements;
  • Engaging with external stakeholders on various issues affecting FirstEnergy and the broader industry;
  • Monitoring, analyzing, and reporting on policy and regulatory developments, providing recommendations to support business decisions;
  • Overseeing the daily activities of external lobbyists representing the company;
  • Building collaborative relationships across all FirstEnergy business units and coordinating regulatory efforts with departments such as Legal, Rates, Operations, Compliance, and Finance;
  • Staying informed on relevant laws, pending legislation, and administrative rules impacting FirstEnergy;
  • Representing the company at industry conferences and events;
  • Collaborating with peer utilities, consumer advocacy groups, and other stakeholders;
  • Demonstrating the ability to work effectively within a matrixed organization, fostering trust and collaboration;
  • Upholding a high standard of integrity and credibility while representing FirstEnergy.

Qualifications:

  • Bachelor's degree in a relevant field such as business, law, political science, or communications; advanced degree preferred;
  • 6-10 years of experience in legislative or regulatory roles, or in corporate or non-profit external affairs;
  • Familiarity with the utility and energy sectors and their regulations is advantageous;
  • Proven understanding of political, regulatory, and public policy processes, with a strategic and positive approach;
  • Ability to advocate for policy positions with key stakeholders and represent the company's interests;
  • Exceptional written, verbal, and interpersonal communication skills;
  • Proven track record of establishing and maintaining positive relationships within West Virginia's government;
  • Strong business acumen with the capacity to inspire and lead teams while promoting trust and integrity.
