Job Summary

The Town of Johnstown is seeking a highly skilled and experienced Finance Director to lead the Finance department. The successful candidate will be responsible for managing all financial functions, including budgeting, forecasting, financial reporting, and financial analysis.

Key Responsibilities
  • Develop and implement financial policies and procedures to ensure compliance with regulatory requirements and Town Council directives.
  • Manage the preparation of financial statements, including the Statement of Net Position, Statement of Activities, and Balance Sheet.
  • Coordinate and manage bond issuance processes for capital financing and refunding issues.
  • Supervise and manage the Finance department's staff, including financial analysts, accountants, and administrative assistants.
  • Develop and implement financial systems and processes to improve efficiency and effectiveness.
  • Provide financial analysis and recommendations to the Town Manager and Town Council.
  • Ensure compliance with financial regulations and laws, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
  • Develop and manage the Town's budget, including forecasting revenue and expenditures.
  • Manage the Town's financial reporting, including the preparation of the Annual Comprehensive Financial Report (ACFR).
Requirements
  • Bachelor's degree in accounting, finance, or a related field.
  • Minimum of eight years of experience in accounting or financial management, preferably in a municipal government or public agency.
  • Previous experience in employee supervision and budget management.
  • Knowledge of TABOR and other relevant laws and regulations.
Working Environment

The Finance Director will work in a typical office setting with moderate noise levels. The position requires frequent use of standard office equipment, computer equipment, and software, including office suite applications, database management, spreadsheet applications, and electronic mail.
