Overview:

We are in search of a Section Head to oversee the Systems & Process Assurance (SPA) Section within the Enrichment Science and Engineering Division (ESED) at Oak Ridge National Laboratory (ORNL). The ESED division plays a pivotal role in two essential domains: enhancing enrichment technologies and investigating the production and applications of enriched stable isotopes. The division capitalizes on a distinguished team of scientists and engineers at ORNL to achieve groundbreaking innovations across various applications, from national security to life-saving medical advancements.

The SPA Section is tasked with delivering comprehensive services across the division to strategically advance science and technology focused on the research and development of prototype enrichment devices for processing uranium-bearing and stable isotope compounds. This section comprises four groups: Document Control and Records Management, Performance Assurance, Supply Chain Management, and Systems Administration. Furthermore, the SPA Section Head acts as the intermediary between ESED and the Quality Assurance Division's ESED Quality Assurance Team, ensuring the effective development, implementation, and assessment of Quality Programs that support multiple initiatives.

Purpose:

The Section Head collaborates closely with the Division Director, other Section Heads, and SPA Group Leaders to establish and execute support systems and processes for the Division. Responsibilities include:

  • Assisting the Division Director in operational matters and representing the Director in their absence.
  • Partnering with Section Group Leaders to define, communicate, and evaluate essential metrics for success.
  • Contributing to the formulation of the Division's, Directorate's, and Laboratory's research strategies and investments.
  • Fostering strong teams through collaboration across ORNL and engaging external expertise as necessary.
  • Evaluating individual staff performance and providing timely feedback.
  • Implementing succession planning with input from Group Leaders for critical positions.
  • Ensuring recruitment from a diverse pool of top candidates.
  • Facilitating staff promotions and professional development.
  • Addressing staff concerns and managing disciplinary actions promptly.
  • Leading by example, adhering to ORNL's principles of conduct.
  • Employing best practices in management and communication.
  • Coaching staff on safety and compliance with ORNL policies.
  • Aligning actions with ORNL's core values of Impact, Integrity, Teamwork, Safety, and Service.

Service Expectations:

The SPA Section Head is expected to:

  • Supervise Section Group Leaders directly.
  • Provide necessary support to other Sections within the Division.

The SPA Section Head is accountable for:

Authorities:

The SPA Section Head holds the authority to:

  • Develop and implement a vision for science and technology in the section.
  • Hold Group Leaders accountable for their performance.
  • Ensure safe and effective operations.
  • Make hiring decisions for group leaders.

Basic Qualifications:

  • Master's degree with a minimum of 10 years of relevant experience or a Bachelor's degree with 12 years of relevant experience.
  • Proven experience in leading R&D or R&D support organizations.
  • Ability to build cohesive teams and drive collaborative efforts.
  • Experience in implementing quality programs.
  • Knowledge of sensitive document handling requirements.
  • Expertise in Supply Chain Management and Systems.
  • Strong written and verbal communication skills.
  • Capacity to thrive in a dynamic environment and manage multiple priorities.
  • Self-motivated with a collaborative spirit.
  • Ability to obtain and maintain a Q clearance from the Department of Energy.

Preferred Qualifications:

  • Active DOE Q security clearance.
  • Experience in the isotope enrichment sector.
  • Familiarity with R&D phases and quality approaches.
  • Advanced knowledge of quality standards.
  • Experience in managing Information Systems.
  • 10+ years in information security and related fields.

Special Requirements:

  • Ability to obtain and maintain a clearance from the Department of Energy.
  • Participation in a Workplace Substance Abuse testing program.
