Qualifications:

Summary:
Under the general oversight of the Business Manager, the Head of Procurement Operations will manage and streamline district purchasing activities. This role serves as the primary contact for all procurement inquiries, ensuring the effectiveness, efficiency, and cost-effectiveness of the procurement process. The individual will establish a centralized procurement framework that enhances value and efficiency, including the development of guidelines for purchase order approvals, the establishment of purchasing policies, inventory management, and oversight of supply procurement sources.

Key Responsibilities:
  1. Manage and coordinate district purchasing activities, ensuring that all departments receive necessary supplies and equipment in a timely and cost-effective manner.
  2. Develop and maintain purchasing workflows, addressing inquiries from staff and administration regarding procurement processes and guidelines.
  3. Supervise the Assistant Manager of Purchasing and procurement support staff.
  4. Act as the main liaison with vendors regarding purchasing matters.
  5. Conduct research on vendor options to secure the best pricing and quality for products and services.
  6. Maintain open communication with schools and departments on various procurement issues, providing necessary information for purchases and services.
  7. Process purchase requisitions following administrator approval and ensure accurate account coding in financial software to uphold proper fund usage. Analyze requisitions for compliance with budgetary constraints.
  8. Monitor outstanding purchase orders and resolve issues related to undelivered items or unclosed encumbrances.
  9. Oversee a financial system for fixed assets and inventory control, including the management of acquisition and disposal of property and surplus equipment in line with regulatory requirements.
  10. Administer the district procurement card program, maintaining records for cards issued to employees and reconciling statements for accuracy.
  11. Stay informed about purchasing guidelines for federal and state grant programs, ensuring compliance with vendor restrictions.
  12. Develop and maintain procedural documentation outlining daily responsibilities of the position/department as necessary.
  13. Perform additional duties as assigned by the Business Manager or Business Office Supervisor.
