Job Summary

The Licensing Manager is responsible for leading the planning, development, and implementation of licensing and permitting activities for X-energy's reactor projects. This role requires expertise in project management, nuclear project finance, environmental laws, nuclear safety, nuclear security, emergency planning, construction, commissioning, and safeguards.

Key Responsibilities
  • Develop regulatory strategy, engagement plans, and licensing application development
  • Take ownership of regulatory activities, ensuring milestones are met with project stakeholders and regulatory authorities
  • Manage and coordinate activities across licensing teams to develop successful applications and facilitate reviews
  • Ensure documentation accuracy, adequacy, and consistency to support project compliance
  • Provide guidance on regulatory precedents and monitor the regulatory environment for potential X-energy projects
  • Interface with regulators, negotiate review schedules, and manage regulatory audits and RAIs
  • Write regulatory responses and submit them according to guidelines
  • Support business and regulatory strategies, development of regulatory budgets, and planning
  • Actively support the safety culture and ensure quality integration in licensing processes
  • Participate in industry-led and regulator-led general regulatory activities as needed
Qualifications
  • BS in Engineering or Science (Mechanical, Nuclear, Electrical, Physics, Environmental)
  • Minimum of ten years relevant engineering, project management, and/or licensing/regulatory affairs experience
  • Experience leading licensing/regulatory affairs teams, managing interactions with expert advisory committees, and direct NRC, DOE, and/or state-level regulator interactions
  • Knowledge of NRC regulations, requirements, guidance, and industry codes and standards
  • Experience managing multi-disciplinary projects and contract staff, working under a quality assurance program, and leading teams in developing technical/environmental documents
Compensation and Benefits

X Energy, LLC offers a competitive salary range of $158,950 to $201,071, a 401K plan with an employer match, Medical/Dental/Vision Insurance, Life and Disability Insurance, Paid Time Off, and a Tuition Reimbursement/Professional Development policy.

Location and Travel

X Energy, LLC is located at 530 Gaither Road, Rockville, MD. Travel expectations are 10%.
