Position Overview:

The Utility Engineer - Project Manager operates under the guidance of the Assistant Director of Utilities, overseeing the planning, development, and management of the Utility Department's Capital Improvement Projects (CIP). This role is essential in ensuring that the city's utility systems, including sanitary sewer and water infrastructure, are designed and constructed for optimal safety and efficiency.

Key Responsibilities:
  • Manage and assess the design of Utility's Capital Improvement Projects, ensuring adherence to local codes, environmental regulations, and engineering standards.
  • Evaluate construction documents and cost estimates for various water and sewer infrastructure projects.
  • Monitor project progress through different phases, recommending adjustments to maintain quality and efficiency.
  • Utilize project management software to track project scopes, budgets, and timelines.
  • Coordinate with design engineers and contractors to achieve project objectives.
  • Act as the primary representative for the Utility Department in proposal requests and project recommendations.
  • Oversee budget management for design and construction contracts, ensuring compliance with city procedures.
  • Maintain accurate records of project funding and financial allocations.
  • Conduct hydraulic analyses for water and wastewater systems as necessary.
  • Review engineering studies for compliance with city standards.
  • Participate in the selection of consultants and manage contracts for engineering services.
  • Collaborate with various departments on contract drafting and execution.
  • Assist in the administration of water and sewer construction projects.
  • Update and maintain standards for water and sewer improvement projects.
  • Prepare reports and documentation for Utility Department meetings and city councils.
  • Engage with external agencies regarding capital improvements and compliance.
  • Provide engineering designs for smaller utility projects.
  • Recommend updates to utility ordinances and specifications as needed.
  • Foster positive relationships with city departments and stakeholders.
  • Review development plans for compliance with engineering practices and regulations.
  • Stay informed about advancements in engineering practices.
  • Attend relevant meetings and conferences.
  • Perform additional duties as assigned.
Qualifications:
  • Bachelor's degree in Civil Engineering or a related field from an accredited institution.
  • A minimum of five years of progressive engineering experience, including two years in project management.
Licenses:
  • Valid state driver's license required.
  • Licensed Professional Engineer (PE) in Texas or the ability to obtain within 12 months of hire.
Work Environment:
Work primarily occurs in an office setting, with occasional exposure to field operations and construction sites. Flexibility in scheduling may be required.
