Job Title: Director of Finance

**Job Summary:**

The City of Chicago is seeking a highly skilled and experienced Director of Finance to lead the financial management and operations of the Department of Planning and Development (DPD) and the Department of Housing (DOH). The successful candidate will be responsible for managing and overseeing the financial, accounting, budgetary, grant, and contract administration operations, as well as performing related duties as required.

**Key Responsibilities:**

  • Plan and direct the work of professional staff engaged in managing, analyzing, and reporting on financial matters.
  • Direct the development and implementation of policies and procedures to ensure sound fiscal management and operational efficiency.
  • Direct the accounts payable and revenue management functions for both departments.
  • Oversee the development of internal accounting procedures to improve financial reporting of department receipts and expenditures.
  • Participate in annual city-wide audits, including the Tax Increment Finance (TIF) report and Single-Audit Review.
  • Direct and participate in the design and implementation of new computerized accounting systems to improve the effectiveness of financial reporting.
  • Direct the costing of proposed programs and the preparation of related reports.
  • Approve program and operational budgets and amendments for appropriateness of funding.
  • Direct the financial management and operations of Federal, State, and local grants, including cost allocation and personnel time tracking and activity reporting systems.
  • Monitor expenditures from grant, revenue, and TIF funds, ensuring spending practices are in compliance with contract provisions and government regulations.
  • Authorize spending adjustments and fund re-allocations to ensure funding availability.
  • Establish and implement internal auditing systems and financial controls to ensure the appropriate use of funding.
  • Direct and authorize the preparation of fiscal reports summarizing and forecasting the departments financial position.
  • Function as departmental liaison on financial-related issues to the Office of Budget Management, City Comptrollers Office, Department of Procurement Services, and government and delegate agencies.
  • Make staffing-related decisions, including hiring plans, work scheduling, and labor/employee relations.

**Requirements:**

  • Graduation from an accredited college or university with a Bachelors degree in Accounting, Finance, or a directly related field with 15 semester hours in Accounting or Finance, plus five (5) years of professional financial management experience, of which four (4) years are in a supervisory role related to the responsibilities of the position.
  • Or, graduation from an accredited college or university with a Masters degree in Accounting, Finance, or a directly related field with 15 semester hours in Accounting or Finance, plus four (4) years of professional financial management experience, of which four (4) years are in a supervisory role related to the responsibilities of the position.

**Selection Requirements:**

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
