Emergency Management Coordinator

The County of San Mateo's Department of Emergency Management (DEM) is seeking a highly skilled and experienced DEM Coordinator - Alert and Warning (Unclassified) to join our team. As a key member of our emergency management team, you will be responsible for developing and implementing effective alert and warning systems to ensure the safety of our community.
Key Responsibilities:- Develop and maintain the County's Alert and Warning System in multiple languages to ensure timely and accurate dissemination of emergency information to the public.
- Research and analyze best practices in disaster and emergency communication, identify service gaps, and recommend improvements.
- Develop emergency notification and communication standards, protocols, and processes.
- Coordinate Alert and Warning system access and provide training for authorized users.
- Respond to emergencies in the field or at the Emergency Operations Center (EOC), ensuring 24-hour availability.
- Collaborate with local, state, and federal agencies to integrate alert and warning systems and ensure interoperability.
- Manage the County's emergency notification platforms, including mass notification systems, sirens, and public address systems.
- Conduct regular tests and evaluations of alert and warning systems to ensure functionality and reliability.
- Participate in after-action reviews and improvement planning to refine alert and warning protocols based on lessons learned from exercises and real incidents.
- Bachelor's degree from an accredited college or university in business, public administration, emergency management, or a related field.
- One year of experience in program planning, development, and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.
- Strong knowledge of modern methods of organization, planning, management, and supervision.
- Basic federal, state, and local emergency services organizations, programs, and objectives.
- Principles of staff training and development.
- Effective written communication, including the preparation of clear and concise reports, documentation, and revisions to procedures and plans.
- Basic computer skills, including word processing, spreadsheet, and presentation software.
- Master's degree in public administration, emergency management, crisis communication, security studies, or a related field.
- Knowledge of laws, rules, and regulations governing public communication and warnings.
- Knowledge of information technology, including radio communication systems, software, and hardware related to emergency management and communication.
