NATURE AND SCOPE OF JOB:


The Bilingual Education Specialist is responsible for delivering educational experiences and overseeing assigned students within a nurturing and constructive classroom environment. This role aims to cultivate in each student the skills, attitudes, and knowledge necessary to achieve and surpass the New Jersey Student Learning Standards, adhering to the sanctioned curricula and directives of the institution.

To attain academic excellence, the Bilingual Education Specialist must collaborate effectively with fellow school staff and engage with the parents of each student.


QUALIFICATIONS:

The Bilingual Education Specialist shall:
Possess or be eligible for a New Jersey instructional certificate in compliance with the regulations of N.J.S.A 18A:27.1 et seq., and N.J.A.C. Title 6 Chapter 11, with the relevant subject area endorsements for the position held (N.J.A.C. 6:11-6.1, 6.2, or 8.1 et seq.).

Exhibit a thorough understanding of the subject matter and articulate methods for organizing content into lessons suitable for secondary students.

Demonstrate knowledge of child development, effective teaching strategies, classroom management, assessment techniques, and research pertaining to learning.

Show proficiency in utilizing current district technological platforms, including Google Education Suite, data management systems, visual and audio tools, and telecommunications.

Exhibit the ability to effectively communicate in English, both verbally and in writing, employing proper grammar and vocabulary.
Provide verification of U.S. citizenship or legal resident alien status by completing Federal Form I-9 in accordance with the Immigration Reform and Control Act of 1986.

Submit evidence that a criminal history background check has been conducted and approved by the Department of Education, or during the initial six-month period, provide a sworn statement affirming no convictions of a crime or disorderly persons offense in compliance with 18A:6-7.1.

Provide information regarding current/former employers within the last twenty (20) years involving direct contact with children; a written authorization allowing current and former employers to disclose specific information; and a written statement regarding any employment history related to child abuse and/or sexual misconduct in accordance with N.J.S.A 18A:6-7.6.

Provide proof of adequate health to perform job functions and responsibilities with reasonable accommodations as per 42 U.S.C and in accordance with N.J.A.C. 6:3-4A.4.
Pass the State mandated Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.
Meet any alternative qualifications deemed appropriate and acceptable by the Superintendent.

EMPLOYMENT TERMS:
The Bilingual Education Specialist shall be employed under the following conditions:

A work year of ten months.
Salary or hourly wage, benefits, and leave time as specified in the Collective Bargaining Agreement.
Conditions established by all laws and codes of the State, and all policies, rules, and regulations set forth by the Board of Education (N.J.S.A 18A:27-4 et seq.).

JOB FUNCTIONS AND RESPONSIBILITIES:
The Bilingual Education Specialist shall execute all job functions and assume all responsibilities as outlined in the Secondary Teacher Job Description.

This role is integral to the overall school program and encompasses specific professional responsibilities in delivering services to students who require assistance in mastering Spanish. The Specialist shall:


Plan, organize, and deliver instruction to aid students in achieving proficiency in verbal and written Spanish through individual and small group techniques.

Provide instruction and experiences that promote understanding of the community's culture.

Collaborate with classroom teachers and specialist educators, reinforcing or adapting methods and materials utilized in regular classrooms.

Incorporate the New Jersey Student Learning Standards into instruction, as appropriate, to uphold the school's commitment to ensuring all students meet and exceed these Standards.

Maintain records indicating student progress and assist in the evaluation and assessment of students.
Communicate regularly with parents to foster a supportive and cooperative relationship between home and school.
Understand and adhere to the regulations governing the education of Spanish-speaking students. Recommend necessary program needs or changes to the administration.

Support the professional staff through individual consultations and/or staff development sessions, sharing effective strategies and approaches to meet the needs of students learning Spanish.

Summarize, interpret, and disseminate current developments in Spanish programs through professional reading, participation in professional development, and involvement in professional organizations.

Safeguard the confidentiality of records and information obtained in the course of professional duties, exercising discretion in sharing such information within legal boundaries.

Perform any duties within the scope of employment and certifications, as assigned by the designated supervisor, and not otherwise prohibited by law or regulation.

Comply with New Jersey school law, State Board of Education rules and regulations, Board of Education policies and regulations, school regulations and procedures, and contractual obligations.

EVALUATION:
The Principal and assigned supervisor shall evaluate the Bilingual Education Specialist in accordance with Policy No. 3221 or 3222, Regulation No. 3221 or 3222, this Job Description, and other criteria established by the Board of Education.
