The Texas Department of Aging & Disability Services (DADS) Medicaid CHIP Services (MCS) division is seeking a highly skilled individual to take on the role of Quality Monitoring Nurse II within the Quality Monitoring Program (QMP). The QMP aims to address conditions in Texas Nursing Facilities (NFs) that may pose risks to the health, safety, and welfare of residents.

The Nurse Quality Monitor II reports directly to the Quality Monitoring Nurse Manager. This position plays a vital role in MCS's mission by conducting monitoring visits in Texas nursing facilities.

The Nurse Quality Monitor applies nursing expertise to evaluate conditions that may jeopardize the health, safety, and welfare of facility residents and assists providers in enhancing their systems.

This role requires the application of comprehensive nursing knowledge as well as adherence to the Texas Nursing Practice Act.

The Quality Monitor Nurse (QMN) II operates under limited supervision, with significant latitude for initiative and independent judgment.

The Quality Monitor Nurse leverages nursing expertise to evaluate conditions that may jeopardize facility residents' health, safety, and welfare and aids providers in system improvements.

Key Responsibilities:

  • Maintains regular attendance in accordance with agency leave policies and performs additional duties as assigned.
  • Collaborates across MCS to identify innovative and effective solutions. Cultivates cooperative relationships with colleagues and facility staff. Undertakes other tasks as directed by Nurse Manager III or Nurse Program Manager V.
  • Must be willing to travel with overnight stays up to 80% of the time.
  • Conducts various types of visits, including quality monitoring visits, rapid response team visits, and in-service visits as assigned. Evaluates facility systems through observations, interviews, and record reviews, identifying strengths and areas for improvement. May serve as a team coordinator on Rapid Response Team visits. Makes recommendations for improvement based on evaluations. Instructs and supports nursing facilities in achieving best practices. Reviews facility policies/procedures and performance reports to ensure alignment with evidence-based best practices. (60%)
  • Documents comprehensive and accurate reports of monitoring visits. Communicates findings, recommendations, and technical assistance to facility administrators and staff. Utilizes appropriate educational tools and materials for dissemination and training. (30%)
  • Provides in-service education and training to facility professional staff on evidence-based best practices. (5%)
  • Engages with various audiences (internally or externally) to provide clinical information, address inquiries, resolve issues, and maintain current knowledge by attending meetings, seminars, or training, and by reviewing program policies and procedures. (5%)
Required Knowledge, Skills, and Abilities:

  • Understanding of nursing principles and professional standards of patient care.
  • Familiarity with local, state, and federal laws and regulations relevant to long-term care, as well as knowledge of long-term care facility operations.
  • Proficiency in modern office management practices and technology tools such as Microsoft Office, SharePoint, and Teams.
