Job Overview
The primary objective of this role is to execute the essential responsibilities and functions outlined below, with the ultimate goal of establishing a project execution framework that adheres to contractual obligations while ensuring safety, quality, value, timeliness, and profitability for Fluor Corporation.

This position is responsible for overseeing all project management activities on medium to large-scale, moderate-risk engineering, procurement, fabrication, and construction (EPFC) projects, or for a significant portion of a mega project.

When serving as a Proposal Manager, this role entails managing the completion of both technical and commercial proposals, which includes outlining the proposed project organization, planning, execution methods, schedule development, cost estimation, and commercial strategy.


Key Responsibilities
  • Promote Health, Safety, and Environmental (HSE) standards throughout all project phases.
  • Ensure all project aspects are executed in line with contractual obligations and Fluor's Operating System Requirements (OSR).
  • Maintain full compliance with the Fluor prime contract regarding client reporting, notifications, and project system requirements.
  • Guarantee that project requirements for Baseline Centric Execution, safety, quality, and productivity are met across all Fluor-managed locations.
  • Establish and document the project baseline as defined in the OSR, ensuring it is updated throughout all project phases and communicated effectively to the project team.
  • Deliver the project in accordance with the established execution and commercial baseline.
  • Perform additional duties as assigned.
Preferred Qualifications
  • Experience on job sites with a solid understanding of construction safety programs.
  • A minimum of ten (10) years of relevant experience in EPFC project management.
  • Experience managing projects in international settings and diverse cultural environments is advantageous.
  • Proven success as a project manager on at least two medium-sized projects or in significant roles on large EPFC projects.
  • Completion of all required in-house project management training, in addition to formal education from accredited institutions.
  • Strong knowledge and experience in project design, engineering, procurement, material management, construction, commissioning, and turnover processes.
  • Familiarity with Project Controls and Finance, including scheduling, progress measurement, risk management, and cost control.
  • Understanding of key elements of contract law and when to involve legal counsel.
  • Knowledge of regulatory requirements, including permitting.
  • Comprehension of project funding mechanisms.
  • Proactive and goal-oriented, with the ability to positively influence events and lead the Fluor project team.
  • Skilled in resolving complex issues and comfortable in challenging project environments.
  • Ability to maintain high standards of performance and accountability for completing tasks.
  • Demonstrated innovation, initiative, maturity, and sound judgment.
  • Capability to influence diverse groups to collaborate effectively for project success.
  • Willingness to relocate to site locations as necessary.
  • Basic proficiency in computer software, including word processing, spreadsheets, and presentations.
  • Project Management Professional (PMP) certification is recommended.
