Job Summary

We are seeking a highly experienced and skilled professional to fill the role of Assistant Deputy Chief - Track Operations Manager at the Metropolitan Transportation Authority. This position is responsible for overseeing the planning, direction, and management of all functions within the Maintenance of Way Track Department.

Key Responsibilities
  • Direct and manage the efficient use of budgeted resources, including the allocation of materials, equipment, and personnel.
  • Lead the scope, schedule, and coordination of all associated projects for the Production and Special Projects groups within the department.
  • Oversee the engineering, data analysis, and geometry data collection of all track assets, ensuring they meet FRA and MNR track standards.
  • Provide leadership and direction in developing long-term planning and strategies for track system improvements to meet the operational needs of the future.
  • Monitor compliance with labor agreements by managers and agreement employees.
  • Communicate with managers in other departments to gather input on activities that might impact M of W work, awareness of operational problems, and their impact.
  • Review various documents, such as operations logs, budget reports, production reports, payroll reports, etc., and update the Director on the status.
Requirements
  • Detailed knowledge of track structure and special track work, including repair, rehabilitation, and construction of track and the material and equipment associated with this work.
  • Knowledge of FRA regulations with a concentration in part 213 "Track Safety Standards" and AREMA guidelines specific to track work.
  • Ability to analyze complex situations and make quick and effective decisions based on that analysis.
  • Excellent verbal and written communication skills.
  • Strong knowledge of Metro-North's track, right-of-way, stations, and structural infrastructures.
  • Strong project management, forecasting, and coordination skills, including quality control and quality assurance measures within adherence to deadlines.
  • Knowledge of engineering services required for railroad and corporate operations.
  • Strong knowledge of safety rules and regulations to promote a safe work environment.
  • Available to be on call 24 hours per day, 7 days a week.
  • Strong working knowledge of Microsoft Office and/or comparable applications.
  • Strong analytical skills to analyze new and existing products, equipment, and/or procedures.
  • Must be able to recommend improvements or replacements to better support the track engineering systems.
  • Must be able to work in a high-profile/high-pressure environment.
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
Preferred Qualifications
  • Familiarity with Metro-North Railroad standards and procedures.
  • Familiarity with collective bargaining agreements.
Education and Experience
  • Bachelor's Degree in Engineering Technology or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in place of degree.
  • Minimum of ten (10) years of experience in railroad and/or transportation operations with track construction and maintenance experience.
  • Minimum of seven (7) years of supervising a management and represented workforce.
