Position Summary
The Property Appraisal Specialist is responsible for gathering data to conduct impartial assessments of various property types within the jurisdiction. This role involves assisting property owners as needed through direct interactions, electronic communication, and telephonic support. The specialist will collect, analyze, and compile data necessary for the valuation of both real and personal property. This includes classifying and determining the worth of residential, commercial, multi-family units, manufactured homes, undeveloped land, agricultural assets, natural resources, industrial sites, and specialized properties. The position requires preparing necessary documentation for appeals and conducting field assessments, dedicating approximately 25% of time to on-site evaluations and verifying property characteristics and usage.

Essential Duties
- Maintain an active Colorado Ad Valorem Appraisal License.
- Assess the market value of assigned properties using appropriate valuation methods including cost, market, or income approaches.
- Educate property owners about the assessment process and the methodologies used to determine actual and assessed values.
- Communicate with sellers, buyers, real estate agents, or title companies for sales verification and follow-up.
- Assist property owners in managing appeals and defend property values during hearings and court proceedings.
- Research and prepare changes to the tax roll.
- Accurately update property records as necessary.
- Conduct field evaluations at various property types to confirm usage and attributes.
- Perform related tasks as required.

Qualifications
- Preferred bilingual in English and Spanish.
- High school diploma or equivalent.
- Experience in real estate, appraisal, or a related field is preferred.
- Completion of appraisal license prerequisites, including:
- Basic Appraisal Principles (35 credit hours)
- Basic Appraisal Procedures (35 credit hours)
- Introduction to Ad Valorem Mass Appraisal (35 credit hours)
- National USPAP (15 credit hours)
- Pass the state Ad Valorem Appraiser Examination.
- Ability to engage in activities involving extensive sitting, significant standing, and occasional kneeling or bending.
- Capability to read printed and electronic materials in English.
- Ability to operate office equipment and manage physical documents.
- Ability to engage in routine conversations and convey messages effectively.
- Ability to lift and carry items weighing up to 30 lbs. occasionally.
- Ability to perceive small objects at varying distances and under different lighting conditions.
