Program Manager - Capital Projects Directorate

At the Naval Nuclear Laboratory, we are seeking a highly skilled Program Manager to lead the integration of construction project work across our organization. As a key member of our Capital Projects Directorate, you will be responsible for managing programs consisting of projects with a total estimated cost of up to $100M.

Key Responsibilities:
  • Establish and manage Project Management Plan and its components, including risk plan, communications plan, change control plan, and quality plan.
  • Develop and issue Annual Facility Plan in conjunction with NNL site planning organizations.
  • Prioritize PSPs in conjunction with NNL site planning organizations and construction department.
  • Establish project/program priorities to meet project deliverables.
  • Evaluate requests for scope, budget, or schedule changes.
  • Assess executability of plan by conducting assessments of resources within construction subdivisions.
  • Lead adjudication of resource utilization across Construction and Project Control.
  • Identify, track, and mitigate program-level risks associated with the NNL construction portfolio.
  • Track lessons learned and best practices throughout project execution.
  • Lead post-job assessments and ensure lessons learned and best practices are distributed to relevant stakeholders.
Requirements:
  • Bachelor's degree from an accredited college or university and a minimum of 9 years of relevant experience, or Master's degree from an accredited college or university in a related field and a minimum of 7 years of relevant experience.
  • Project management experience.
  • Strong Microsoft Office Suite skills.
  • Primavera P6 and/or Microsoft Project experience.
  • Demonstrated ability to effectively interface and communicate with senior leaders at NNL and NR.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.
