Position Summary:
We are currently seeking a seasoned Financial Analysis and Management Specialist to assist in the financial operations for the Department of Defense's Office of the Under Secretary of Defense for Intelligence.

Key Responsibilities:
- Monitor and manage the internal budget of the office, ensuring accurate processing of contract actions through designated financial systems.
- Formulate the annual budget justification and assist designated Contracting Officer Representatives (CORs) with precise funding, tracking, and financial reporting.
- Prepare necessary documentation to guarantee timely funding of contract actions and maintain ongoing budgetary processes throughout the fiscal year.
- Employ Department of Defense financial processes to evaluate contractor invoices and reporting outputs using established financial management systems.
- Oversee internal resources, providing comprehensive financial reporting and analysis, including invoice comparisons, contract completion estimates, and trend evaluations, while proposing corrective measures and enhancements to existing processes.

Work Environment:
The role involves working in a standard office setting with moderate noise levels, including the use of computers and telecommunication devices. The position may require prolonged periods of sitting and working in confined spaces.

Physical Requirements:
While performing job duties, the employee must be able to sit, stand, communicate effectively, and operate a computer.

Travel Requirements:
Minimal travel is expected, approximately 0-10%.

Qualifications:
Basic Qualifications:
- Bachelor's degree in a relevant field.
- Active TS security clearance with the capability to obtain SCI eligibility.
- At least 5 years of experience in financial analysis within the Department of Defense.
- Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) system at various command levels.
- Proven experience in developing, monitoring, and justifying annual budgets and expenditure plans.
- Excellent communication skills and a strong client-oriented approach.
- Proficiency in English and advanced skills in Microsoft Office Suite, particularly Excel.

Preferred Qualifications:
- Master's degree in a related discipline.
- Current TS/SCI security clearance.
- Experience with the Internal Resource Management Application-Intelligence (IRMA-I) system.
- Certification in Financial Management or Accounting.
