About the Role

At ANALYGENCE Inc, we are seeking a highly skilled Senior Budget Analyst to join our team in supporting our government client with SETA support. The successful candidate will have expertise in cyber acquisition and program management, with a strong background in budgeting and financial analysis.

Key Responsibilities
  • Internal Budget Management: Manage the internal budget, including preparing and tracking e915s for MIPRs, managing obligations, expenditures, and UFRs, and managing the Travel budget and Supply budget.
  • Financial Planning and Execution: Assist with the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.
  • Financial Reporting and Analysis: Assist in updating Command/DoD databases, coordinating the write-ups for programs and projects with appropriate personnel, gathering information for over-guidance requests, and consolidating all information for the responsible Portfolios.
  • Interface and Coordination: Interface and coordinate with other financial organizations to provide budgetary support, assist in the preparation and delivery of budgetary briefings to management and other reviewers, and assist in the preparation of reports and charts to present budget analysis for management review.
  • Financial Query and Analysis: Assist in responding to financial queries, conducting outlay, and obligation analysis, and assist in the tracking and reporting of execution performance to include attending customer and program/project status review meetings.
Requirements
  • Active TS/SCI w/ Poly: Active TS/SCI w/ Poly required.
  • Education and Experience: Master's degree in relevant field and minimum of 10 years of related experience (In lieu of a Master's degree, a Bachelor's degree with an additional 2 years of experience may be substituted).
  • DoD and Governmental Experience: Five years' experience in budgeting and/or analysis within DoD and/or governmental organizations.
  • Direct DOD or Military Budget Experience: Direct DOD or Military budget experience/background.
  • Analytical Methods and Techniques: Experience with analytical methods and techniques such as cost-benefit analysis, Zero Base Budgeting (ZBB), amortization, depreciation, pro-rating revenues and costs among customer, planning-programming-budgeting, program evaluation review technique (PERT), and management by objectives.
  • DEAMS or Defense Agency Initiative (DAI) Budget System: Experience with DEAMS or Defense Agency Initiative (DAI) budget system.
  • Outgoing MIPRs and Execution Monitoring: Experience with processing outgoing MIPRs and monitoring execution.
  • Mid-Year Review and Spend Plans: Background with mid-year review and spend plans.
  • Technical Guidance and Expertise: Ability to provide sound advice, technical guidance, and expertise to program and project staff.
  • Teamwork and Communication: Ability to manage competing tasks, easily work within and across teams, familiar working with technical professionals and other SMEs, and experience working in a complex cyberspace operation and/or multi-stakeholder environment desired.
  • Technical Skills: Experience with SharePoint, designing and workflows, experience with Change Management, familiar with Power BI and other data visualization tools, strong meeting coordination and facilitation skills, excellent written and verbal communication skills, and proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
