Attorney to the Georgia Education Savings Authority

Serves as a senior legal counsel to the Georgia Education Savings Authority, providing expert advice and guidance on legal matters related to the organization's operations. Under limited supervision, supports the executive management and staff in ensuring compliance with all applicable laws, statutes, and regulations.
Key Responsibilities:- Drafts and negotiates various agreements, including contracts and memoranda of understanding.
- Supports the implementation of the Promise Scholarship Program, providing legal guidance and advice as needed.
- Maintains a current working knowledge of all pertinent federal and state laws, court rulings, rules, and regulations to ensure correct interpretation and uniform implementation.
- Provides sound advice and counsel on matters concerning laws, regulations, liability, litigation, contracts, and/or risk management.
- Responds to inquiries regarding legal determinations, open records requests, and requests to review and comment on proposed legislation in a timely manner.
- Applies knowledge of statutes to Authority operations, facts of case or dispute, and/or factual scenarios.
- Develops and implements legal processes to ensure response to the legal needs of the Authority.
- Conducts research for the Authority and assures that policies are accurate and reflect the correct interpretation of laws, rules, regulations, etc.
- Reviews all pertinent legislation pending before the Georgia General Assembly, or at the federal level, and communicates to management the potential impact of proposed legislation on the Authority's mission and personnel.
- Reviews contracting processes upon request.
- Drafts any legislation as applicable to the Authority.
- Juris Doctorate from an accredited college or university AND licensed to practice law in Georgia AND four years of management-related legal experience.
- Experience in applicable legal or governmental environment.
- Polished and professional communication and presentation skills.
- Experience in Contract Negotiation, Education, Employment Law, Statutory Interpretation, and Open Records/Open Meetings Act.
- State of Georgia government experience is preferred.
Salary will be commensurate with the qualifications of the selected applicant. All selected applicants may be subject to a criminal background investigation and the highest level of education indicated will be verified before final approval to begin work. Applicants have the right to challenge the contents of any criminal history record obtained for the purpose of employment with GSFC.
