Job Title: Emergency Management Subject Matter Expert
Job Summary:
We are seeking a highly skilled Emergency Management Subject Matter Expert to join our team at Dawson. As a key member of our team, you will be responsible for developing and implementing training support packages, courseware, and training products for Army EM courses.
Key Responsibilities:
- Develop a Training Support Package, courseware, and training products for the listed Army EM courses.
- Adapt FEMA doctrine to the unique needs of an Army Installation.
- Assess Emergency Management (EM), Law Enforcement, Fire Emergency Services, Emergency Medical Services (EMS), Physical Security, and Public Affairs functions.
- Validate Protection capabilities and assess All-Hazards Emergency Management (EM) exercises.
- Develop custom assessment criteria to align with critical client-specific assessments.
- Assess Protections and emergency management processes, plans, and standard Operating procedures.
- Ensure the capability to continue essential functions during all hazards.
- Provide feedback using an After-Action Report (AAR) that identifies strengths and areas for improvement.
- Provide subject matter expertise and technical advice on installation's ability to Prevent, Protect, Mitigate, Respond to, and Recover (P2MR2) from a human-caused or natural event.
- Develop a Master Scenario Events List (MSEL) with a chronological timeline of expected actions and scripted events.
- Participate in meetings with internal staff and representatives from staff agencies and industry to determine exercise program status and coordination.
Requirements:
- Secret security Clearance Required.
- BA/BS in related field (preferred/Not Required).
- Homeland Security Exercise and Evaluation Program (HSEEP) subject matter expertise with a minimum of five years' experience in conducting exercise assessment and evaluations.
- 5 years military and/or civilian experience in evaluating exercises and evaluating multi-agency, multi-disciplinary, and multi-jurisdictional emergencies.
- FEMA Train the Trainer certified and NIMS qualified.
- Significant knowledge and understanding of the National Incident Management System/Incident Command System (NIMS/ICS) courses, and Incident Management System (IMS) course.
