Job Title: County Surveyor

Join DataSF in this exciting opportunity to serve as the City & County of San Francisco County Surveyor. As a key member of the Public Works team, you will play a crucial role in delivering specialized support services to the department.

About the Role

The County Surveyor is responsible for leading the mapping division processes and subdivision projects, ensuring the creation of new neighborhoods and the remaking of old ones in the City & County of San Francisco. This role requires a high level of expertise in surveying and mapping, as well as strong leadership and communication skills.

Key Responsibilities
  • Provide support functions to Department of Public Works management, planning, assigning, monitoring, and evaluating the work of subordinates.
  • Supervise land surveyors and sub-professional personnel engaged in maintaining official records for monument control, checking map applications prepared for purposes of subdividing and creating condominium units.
  • Evaluate and process street vacations, and survey records prepared by licensed land surveyors for technical and record information accuracy concerning the California Map Act and the San Francisco Subdivision Codes and Regulations.
  • Develop changes to existing San Francisco codes, procedures, and ordinances to assure adherence to the California Map Act.
  • Assist the Bureau Manager in making revisions to programs, objectives, and goals.
  • Develop, interpret, and coordinate surveying and map processing policy and assign the appropriate survey party.
  • Check field surveys or map work in progress and direct subordinates when necessary.
  • Perform surveying or map processing operations when necessary to assist staff in difficult situations.
  • Manage the budget for survey parties and map processing to ensure adequate staffing, supplies, and equipment.
  • Collect and review survey notes or map applications for completeness and accuracy.
  • Supervise the maintenance of official records, maps, and survey reports and the preparation of related reports.
  • Coordinate with other city agencies on requests for service, time schedules, and cost estimates, and perform other professional duties which require a licensed land surveyor.
  • Manage horizontal and vertical control systems which may include the use of a Global Positioning System (GPS) monument/documentation program.
  • Make regular contact with the public, other departments, contractors, private surveyors, and outside organizations relative to municipal mapping and survey practices and procedures.
  • Approve subdivision maps, and recommend referral of same to the Board of Supervisors.
  • Routinely represent the department at public hearings and before the Board of Supervisors and various commissions.
  • Drive a departmental vehicle to work sites and meetings when necessary.
Requirements
  • Possession of a baccalaureate degree in Engineering, Surveying, Geomatics, Mapping, Architecture, or a related field from an accredited college or university.
  • Four (4) years of managerial experience in the engineering and, or the survey/mapping field, of which all Four (4) years must include experience supervising survey parties and, or engineers.
  • Possession of a valid California Professional Land Surveyor License.
  • OR, A valid California Civil Engineer License.
  • AND
  • Possession of a valid California driver's license.
Preferred Qualifications
  • Knowledge of the State of California and San Francisco laws, ordinances, and regulations on land survey and subdivision map processing in the City and County of San Francisco.
  • Knowledge of all phases of land survey work including methods of conducting various types of surveys such as GPS, automated data collection control surveys and construction surveys.
  • Knowledge of procedures and requirements for map submittals and approvals.
  • Experience supervising licensed land surveyors and/or licensed engineers.
