Job Description

Job Title: Cybersecurity Manager

Job Summary:

The City of Laredo, TX is seeking a highly skilled Cybersecurity Manager to oversee and maintain the city's cybersecurity plans and supervise the staff of the Cybersecurity Division. The ideal candidate will have a strong background in cybersecurity principles, frameworks, and practices, as well as excellent leadership and communication skills.

Key Responsibilities:

  • Manage and oversee all Cybersecurity projects, security products, and services for the City of Laredo.
  • Perform vulnerability scanning and analysis for the City of Laredo, generate cybersecurity assessments, and review them with IST director, the IST assistant director, and fellow IST division managers.
  • Develop and review the City's Cybersecurity policies to align with relevant industry frameworks.
  • Supervise, direct, and evaluate assigned staff.
  • Makes hiring and termination decisions.
  • Prioritizes assignments and directs work.
  • Develops and oversees employee work schedules and approves time away from work.
  • Provides and facilitates employee training and development.
  • Approves and/or processes employee concerns and problems and counsels or disciplines as appropriate.
  • Completes employee performance appraisals.
  • Determines or makes recommendations regarding new hire salaries and salary changes.
  • Acts as liaison between employees and management.
  • Performs risk assessments and audits to ensure Cybersecurity policies are being adhered to.
  • Coordinates investigations of suspected computer misuse with the appropriate data owners, application owners, and documents results of such investigations.
  • Participates in disaster recovery exercises and reviews business continuity plans, and recommends updates as needed.
  • Will be required to drive a City vehicle for City business use.
  • Performs related work as required.

Requirements:

  • Bachelor's degree from an accredited college or university in Information Systems, Network Administration, or Cybersecurity.
  • At least three (3) years of experience in Cyber Security standards and practices, network security, data center, voice and telecommunications and project management.

Preferred Qualifications:

  • CompTIA Security +
  • CISCO CCNA
  • CISSP
  • Certified Ethical Hacker (CEH)
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)
