**Job Summary**
We are seeking a highly skilled CPIC Analyst to join our team at Business Performance Systems, LLC. As a CPIC Analyst, you will play a critical role in supporting federal IT program management offices with capital planning and investment control.
**Key Responsibilities**
- Assess CPIC and IT portfolio data to provide trend analysis and recommendations for optimizing IT resources, identifying gaps and inaccuracies in IT spending, and mission and business goal alignment.
- Monitor and respond to CPIC-related communications, including issues, concerns, and requests.
- Support IT investment management, including major IT business case submission, IT funding requests, baseline change requests, TBM reporting, and regular project reporting.
- Document CPIC processes and procedures to ensure knowledge continuity and update documentation as necessary.
- Provide recommendations for approving or rejecting investment requests and coordinate such requests for agency leadership approval.
- Assist in developing policies, memos, and directives related to capital planning.
- Support the development of annual IT capital planning approaches, implementation, and analysis.
- Provide budget and portfolio formulation support.
- Assist in building department-wide IT portfolio summaries and corresponding IT budget submission components.
- Support monthly capital planning meetings, including developing meeting materials, presenting, and documenting notes and action items.
- Coordinate, develop schedules, and perform analysis on IT budget submissions.
- Assist with IT investment performance baseline management.
- Serve as a Folio/eCPIC administrator as needed to manage user accounts, link investments to portfolios, revise portfolios, and submit to the IT Dashboard.
**Requirements**
- Bachelor's degree
- 5+ years' experience in federal IT systems
- 2+ years using a CPIC tool such as GSA Folio/eCPIC
- 1+ years' CPIC experience, including preparation of Major IT Business Case (formerly Exhibit 300) and IT Portfolio Summary (formerly Exhibit 53)
- 1+ years' experience participating in the formal system lifecycle (LCM) for a federal project
**Preferred Qualifications**
- Degree in Computer Science, Engineering, or Technical
- Capital Planning Professional (CPP) Certification
- Strong understanding of system development life cycle of IT projects
- Hands-on business analysis experience in an IT environment
- Experience with the development and review of OMB Major IT Business Case (MITBC) and IT Portfolio Submission (ITPS)
- Experience with the OMB budget formulation and execution process
- Experience reviewing, scoring, and updating investment business cases
**What We Offer**
- Competitive salary range: $38,500 to $51,500 per year ($37 to $50 per hour) based on capability and experience
