Position Overview:
The Deputy Chief of Teaching & Learning, Instruction and Program Supports will assist the Chief Teaching & Learning Officer in crafting a comprehensive, research-informed approach to school assistance. This role entails overseeing the formulation, execution, and assessment of the district's universal professional development, support for new educators, and the vision for distributed leadership, alongside establishing innovative systems for grading consistency. The Deputy Chief will also provide leadership for various T&L initiatives, including the execution of collaborative summer planning, acceleration policies, and advanced programming through the facilitation of continuous improvement cycles at individual, program, and departmental levels, as well as the development of directors as leaders through structured goal setting and alignment of efforts across academic divisions.
Key Responsibilities:
- Lead the implementation and ongoing enhancement of the universal professional learning strategy to achieve measurable improvements in educator performance and student outcomes.
- Collaborate with the Chief T&L Officer to deliver robust strategic direction and leadership across multiple Teaching & Learning domains, including:
- Advanced Learning and Specialty Programs
- Distributed Leadership
- Instructional Systems and Supports
- New Teacher Induction & Mentoring
- Professional Learning
- Student Voice & Engagement
- Supervise, mentor, and assess direct reporting department heads.
- Provide clear leadership and strategic guidance on expectations for supporting universal professional learning, distributed leadership frameworks, and new educator support.
- Regularly offer feedback on individual, team, and departmental progress.
- Exemplify a growth mindset, effective collaboration, data-driven decision-making, and problem-solving.
- Ensure that expectations are communicated clearly to department leaders, maintaining high accountability levels related to progress toward established goals.
- Assist the Chief T&L Officer in steering the annual strategic planning and continuous improvement cycle for the Office of T&L.
- Collaborate with the Chief Office and T&L Department heads to develop and refine strategic plans, including clear drivers, implementation, and outcome measures for each department, ensuring alignment across departments.
- Manage and collaborate closely with department leaders to ensure effective progress monitoring and verify that all strategic plans are measurable and evaluated with timely, accurate data.
- Co-design, oversee, and facilitate continuous improvement sessions aligned with strategic priorities for all T&L departments.
- Partner with Office of Network Support leadership to identify and coordinate the deployment of differentiated academic supports based on essential data.
- Support the Chief T&L Officer in managing operational tasks and processes, including:
- Representing the Office of T&L at Board Briefings.
- Assisting in preparing materials necessary for briefing Board members on key initiatives.
- Collaborating with chiefs across academic departments.
- Working with T&L's assigned central office Budget Analyst to develop, administer, and monitor annual budgets aligned with strategic priorities.
- Facilitating effective hiring and staff support in collaboration with representatives from the Talent Office.
- Working with the Executive Director of Instructional Systems and Supports to identify resources and partnerships that will promote district-wide grading coherence.
- Supporting the work of content teams and leadership in planning large-scale, district-wide events.
- Developing effective, strategic relationships with stakeholders beyond the Office of T&L to communicate T&L priorities and engage in dialogue to enhance the effectiveness of T&L initiatives.
Qualifications:
Education:
- Master's degree in Education or a related field from an accredited institution.
- Valid teaching certificate issued by the Illinois State Board of Education (ISBE) with relevant endorsements is required.
- Doctor of Education (EdD) or Doctor of Philosophy (PhD) in a related field is strongly preferred.
Experience:
- A minimum of ten (10) years of relevant professional experience in education, including:
- At least five (5) years of formal leadership experience managing a team within a complex educational organization.
- A minimum of three (3) years of experience as a school principal.
- Classroom teaching experience, including curriculum design, assessment development, and student performance analysis.
- Experience in developing differentiated instructional strategies to address achievement gaps and leading professional learning experiences for teacher leaders.
- Preferred experience in project and change management.

- Knowledge of operations, budget management, and organizational development.
- Ability to define problems, analyze data, and outline valid conclusions and action steps.
Conditions of Employment:
As a condition of employment with Chicago Public Schools (CPS), employees are required to:
- Establish/Maintain Chicago Residency: Employees must reside within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment.
