Terrestris Global Solutions is seeking qualified professionals for the role of Incident Command Subject Matter Expert (IC SME) to enhance training and capacity development in various operational areas. The training sessions will span from 7 to 10 days and may occur on both weekdays and weekends. Our mission is to provide collaborative assistance to local civilian, military, and emergency response teams, fostering their ability to effectively manage disasters and emergencies.

Key Responsibilities:

  • Revise and present training programs to local partners on the effective establishment and functioning of an Emergency Operations Center (EOC).
  • Support the planning and creation of training exercises.
  • Conduct all training sessions in Spanish, accommodating up to thirty-five (35) participants.
  • Topics will cover the operation and implementation of EOC communication systems and equipment, instruction on communication operations, and emergency management systems for essential roles within the EOC, along with detailed guidance on the use and upkeep of communication devices and management software utilized at the EOC.
  • Design, execute, and facilitate a practical tabletop training exercise that mimics a real emergency response scenario at the EOC.

Qualifications:

Mandatory Training:

  • IS-100: Introduction to the Incident Command System, ICS-100
  • IS-700: National Incident Management System, An Introduction
  • IS-200: Basic Incident Command System for Initial Response, ICS200
  • ICS-300: Intermediate Incident Command System for Expanding Incidents
  • ICS-400: Advanced Incident Command System for Command and General Staff – Complex Incidents
  • IS-800: National Response Framework, An Introduction
  • IS-2900: National Disaster Recovery Framework (NDRF) Overview
  • E/L 0950: National Incident Management System Incident Command System All Hazards Incident Commander Course, or equivalent
  • E/G/L 0191: Emergency Operations Center/Incident Command System Interface
  • United States Fire Administration (USFA) 0305: Type III All Hazards Incident Management Team Course

Essential Experience:

  • Successful completion of the NQS PTB for the NIMS Type 4 Incident Commander, or equivalent documentation.
  • Proven performance as a Task Force Leader or Strike Team Leader, or supervisory experience comparable to a Task Force Leader or Strike Team Leader.
  • Successful completion of the NQS PTB for the NIMS Type 3 Incident Commander, or equivalent documentation.
  • Demonstrated effectiveness as a NIMS Type 4 Incident Commander.

Required Knowledge, Skills, and Abilities:

  • Proficient in both written and spoken English and Spanish.
  • Comprehensive understanding of first response agencies and their capabilities.
  • Knowledge of CST and CERFP capabilities.
  • Strong planning and decision-making skills.
  • Familiarity with municipal government structures and internal departmental capabilities.
  • Expertise in emergency management.
  • Excellent interpersonal skills.
  • Ability to communicate effectively with command-level personnel.
  • Proficient writing and computer skills.
  • Understanding of state emergency response plans and regional response strategies, including the significance of decontamination procedures.

Preferred Qualifications:

  • HSEEP Certification.
  • ICS trainer certifications.
  • Thorough knowledge of ICS forms and their applications.
  • Experience in emergency response and firefighting.
  • Hands-on HAZMAT response experience.
  • All-Hazards IMT Training.
  • Prior experience collaborating with Federal Emergency Management Agency elements during exercises.
  • Practical experience in an Emergency Operations Center.
  • Proven ability to provide subject matter expertise and effectively implement the incident command system.
  • Demonstrated capability to offer expert support and properly execute local emergency response plans.
  • Expertise in hazards and risks associated with personnel operating in chemical protective gear.
