We are seeking a skilled and seasoned Project Finance Analyst to play a pivotal role in overseeing the program's financial operations. The ideal candidate should demonstrate experience in a Department of Defense (DoD) context and exhibit proficiency in working seamlessly with a multi-contractor team.

The selected individual will assume the responsibilities of a Financial Control Specialist, operating during Eastern hours (full-time). This role involves managing financial services for various projects, conducting financial oversight and data management, performing audits, and acting as the intermediary between project management and financial departments.

Key Responsibilities:

  • Serve as a senior professional capable of addressing the financial accounting and reporting needs of multiple mid-sized projects, including daily interactions with project management, clients, and contractors.
  • Develop and maintain the program's indirect budget tracking tool; analyze actuals against forecasts and discuss findings monthly with the Program Manager.
  • Evaluate and present financial documentation, revenue discrepancies, unbilled analysis, and accruals to assess project progress.
  • Monitor project expenditures; assess performance against established baselines; generate purchase requisitions for subcontractor labor and direct cost funding.
  • Provide monthly financial reports for government oversight.
  • Oversee financial and contractual components of DoD agreements.
  • Draft cost proposals and monthly financial summaries, forecasting expenses throughout the project duration, liaising with contracting officers, ensuring compliance, managing subcontractors, and preparing invoices.

Qualifications and Experience:

  • Effectively engage with Project Managers regarding contract documentation, amendments, and additional service approvals related to billing.
  • Communicate with contracting officers and subcontractors efficiently.
  • Prepare comprehensive cost proposals and monthly financial reports.
  • Compile final invoice packages, including draft and final invoices for all billable projects, along with necessary documentation for approval by the Accounting Supervisor.
  • Identify and pursue opportunities to enhance client billing; maintain communication with the Accounting Manager regarding observations and actions taken.
  • Investigate any unbilled matters to maximize billing potential for the period.
  • Proficient in Microsoft Excel.

Education and Certifications:

  • A Bachelor's Degree or higher is preferred.
