Rural Loan Advisor

This role is situated within a State or Area office of the USDA/Rural Development (RD). The individual in this position is tasked with the responsibility of managing and providing loans and grants for various rural facilities, utilities, and businesses.
This position requires in-person attendance at the designated duty location, as it is neither remote nor virtual.
Key Responsibilities:
- Evaluate and assess preapplications, applications, and all relevant documentation to establish loan or grant eligibility, while entering data into the appropriate automated database system.
- Provide a range of servicing actions for assigned, less complex loan cases. Analyze annual financial statements and prepare reports on closed loans.
- Collaborate with a program specialist and/or supervisor to develop and implement outreach and marketing strategies for the servicing area.
Eligibility Requirements:
- Must be a US Citizen or US National.
- Males born after 12/31/1959 must be registered with the Selective Service or exempt.
- Subject to successful completion of a background investigation and/or fingerprint check.
- Completion of a one-year probationary period is required unless previously served.
- Direct Deposit is mandatory for all Federal employees as per Public Law.
- Must successfully pass the E-Verify employment verification check.Qualifications:
All applicants must fulfill all qualifications and eligibility criteria by the closing date of the announcement, including specialized experience and/or education as outlined below.
For GS-09 level: Candidates must possess 1 year of specialized experience equivalent to at least GS-07; or its non-Federal equivalent, demonstrating basic knowledge in loan making and/or servicing duties, such as reviewing loan applications, supporting documents, credit reports, and maintaining servicing activities for somewhat complex loans and/or grants.
Experience assisting higher-level loan specialists by performing assigned portions of financial credit analysis related to more complex loans, as a means of gaining training and competency for more challenging loan examining and servicing tasks, OR a Master's degree or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree or LLB or JD if relevant.
Equivalent combinations of education and experience are acceptable for this grade level.
For GS-11 level: Candidates must have 1 year of specialized experience equivalent to at least GS-09; or its non-Federal equivalent, demonstrating thorough knowledge and understanding of complex mortgage and commercial loan making/servicing, and credit principles and practices to assess the fundamental soundness of business, corporate, or municipal loans.
Experience independently examining applications, reviewing corporate financial documents, and servicing activities across a variety of mortgage and commercial loans is required. Experience may include analyzing financial information provided by loan applicants, determining loan eligibility, appraising real estate, assessing repayment ability, reviewing and performing financial analysis of commercial entities for investment purposes, managing the loan portfolio of a bank or other lending institutions, and approving applications for agricultural, commercial, and bank loans.
Alternatively, a Ph.D. or equivalent doctoral degree if relevant, OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if applicable, OR a combination of education as described and specialized experience.
Note:
To be considered for this position, all qualifications and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards must be met by the closing date of the announcement.

Experience refers to both paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work contributes to building critical competencies and provides valuable training and experience that translates directly to paid employment. All qualifying experience, including volunteer experience, will be credited.
