Job Summary

We are seeking a highly skilled Hydrologist to join our team at the Federal Emergency Management Agency (FEMA). As a Hydrologist, you will play a critical role in supporting the National Oceanic and Atmospheric Administration (NOAA) and FEMA's inter-agency mission for water and flood predictions at the National Water Center.

Key Responsibilities
  • Provide hydrologic expertise and analysis necessary for existing hydrologic data networks and data exchange activities.
  • Recommend hydrologic services to the public and coordinate programmatic changes in hydrologic products.
  • Monitor hydrologic network performance and establish requirements and recommendations for maintenance and network modification to improve network performance during flood situations.
  • Determine and coordinate service requirements of the designated support area with appropriate officials, arranging appropriate levels of hydrologic training.
  • Maintain hydrometeorological databases and information files and perform necessary studies to establish locations for new hydrologic services.
  • Lead one or more advanced hydrologic service programs.
  • Forecast operations and other short-range forecast operations that are conducted before and during high water and flood episodes.
  • Execute long-range water resources forecast operations, using hydrologic expertise to analyze modeling system statistical output.
Requirements
  • Must be a U.S. citizen.
  • Must successfully pass a background investigation.
  • Must be able to obtain and maintain a Government credit card.
  • Must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time.
Qualifications

To qualify for this position, you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.

Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Analyzing forecasts and communicating technical hydrological information to partners.
  • Utilizing GIS, and/or other data and modelling software to support decision making for hydrological events.
  • Reviewing plans, policies and/or procedures for implementation within emergency management programs.
Education

This position has a positive education requirement. You must submit a copy of your transcripts (unofficial are acceptable) with your online application. Once selected and prior to appointment, applicants must provide official college transcripts.

Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States.
