Compensation

The estimated annual salary range for this position is $138,859 - $187,867, based on experience, geographic location, and contractual requirements.

About the Job

As a Training Operations Manager for Navy Training, you will be responsible for directing and coordinating overall functions of western ranges, developing and implementing strategies, policies, and procedures, evaluating management of eastern ranges to improve efficiency, and ensuring effective coordination across different functional groups.

Key responsibilities include:

  • Directing program activities to meet client and organization work objectives
  • Serving as a liaison with clients to coordinate activities, negotiate tasks, and solve problems
  • Managing and being responsible for the successful completion of all tasks in assigned program area, including technical work, financial, and business development activities
  • Supervising assigned technical and administrative staff, including subordinate supervisors, and performing personnel actions, such as hiring and performance evaluation
  • Responsible for profitability and revenue growth of assigned program control accounts
  • Assuring quality of program products, services, and deliverables, including participating in reviews, audits, and site visits
  • Performing business development activities at all stages, including preparation and review of technical and cost proposals
  • Performing program financial management oversight, including financial analysis, budget, and cost quote preparation, cost management, reconciliation, and profit enhancement for assigned control accounts
  • Coordinating and monitoring sub-contractor activities and administering subcontractor deliverables and finances for assigned control accounts
  • Developing, reviewing, and approving plans, schedules, consulting agreements, and other program documents
  • Preparing and providing various reports and technical reviews to senior management as requested
  • Ensuring compliance with relevant corporate and government policies and standards

Requirements

To be considered for this role, you must have:

  • An active Top Secret DoD clearance
  • A minimum of Five (5) years of experience managing dispersed workforce and diverse functions in support of large-scale Department of Defense efforts
  • Experience in managing large-scale training evolutions to a high level of quality
  • Familiarity with all Navy Task Order functions
  • Knowledge and understanding of future Navy and Joint capabilities that will drive corresponding changes in future training requirements, including Live, Virtual, and Constructive training
  • Experience in exercise development and execution in all warfare domains
  • Knowledge of computer, communications systems, and networks used to support Navy and Joint training events
  • Experience with the operation and/or maintenance of Navy or Joint tactical training ranges, including applicable health, occupational, environmental, security laws, regulations, and policies, including weapon use exclusion zones and safe handling of unexploded ordnance
  • Experience and knowledge of digital dashboards and collaboration tools
  • Experience developing and managing Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), and associated Plans of Action and Milestones (POA&M)
  • Familiarity with ISO 9000:2015 Quality Management System
  • A Bachelor's degree in Science, Technology, Engineering, or Math (STEM) or related field

Bonus Qualifications

While not required, it is desired that the candidate possess Project Management Professional (PMP) or DAWIA Level III certification.
