  • The contractor will deliver comprehensive systems engineering support across various initiatives managed by PEO IEW&S. This includes leveraging an integrated system approach that encompasses development, manufacturing, testing, evaluation, verification, deployment, and operational phases.
  • Provide strategic acquisition insights and recommendations, drawing from an extensive understanding of relevant principles, policies, laws, and regulatory frameworks pertinent to each program.
  • Offer acquisition management guidance based on a thorough grasp of Department of Defense Instruction (DoDI) regarding the Defense Acquisition System, AR 70-1 (Army Acquisition Policy), MIL HDBK 245 (SOW Preparation Handbook), and MIL HDBK 61A (Configuration Management).
  • Collaborate with PEO Headquarters personnel (including budget, systems engineering, logistics, and contract planning) to identify, prepare, review, and monitor the approval of program documentation.
  • Draft, review, and manage engineering and programmatic documents, such as: Systems Engineering Plan, Test and Evaluation Master Plan, Information Support Plan, Program Protection Plan, Materiel Release Package, and Cybersecurity Strategy.
  • Engage in technical reviews, including preparatory and follow-up activities for events such as Software Specification Review, System Requirements Review, System Functional Review, Preliminary Design Review, Critical Design Review, Production Readiness Review, Functional Configuration Audit, and Physical Configuration Audit. Familiarity with IEEE Technical Reviews and PEO IEW&S Policy for Technical Review is essential.
  • Participate in regular integrated product teams and working groups, providing subject matter expertise. Consult with Army leadership on Lessons Learned, Executive Summaries, and PEO IEW&S policies and procedures.
  • Contribute expertise during Post-Award Conferences.
  • Review all systems engineering documentation in preparation for Milestone Decision Reviews.
  • Develop, analyze, and monitor Integrated Master Schedules and associated risks for programs.
  • Assess and provide feedback regarding:
    • The system's reliability and maintainability requirements in accordance with AR Reliability and Maintainability;
    • The system's hardware and software quality requirements as per MIL STD 810, MIL STD 461, MIL STD 464, AR 70-1, AR 70-38, and AR 73-1;
    • The system's cybersecurity requirements in line with NIST guidelines and CNSS Instruction 1253;
    • The system's architectural needs, focusing on developing and articulating architecture descriptions that facilitate understanding, comparison, and integration across organizational boundaries in accordance with the DOD Architecture Framework (DODAF).
  • Experience with ACAT I/II/III defense acquisition programs is required.
  • In-depth knowledge of Department of Defense acquisition policies (e.g., DoD, AR 70-1, etc.) is essential.
  • Experience in drafting Systems Engineering Plans is preferred.
  • Familiarity with technologies relevant to our domain (ISR, Cyber, EW, etc.) is advantageous.
Minimum Qualifications:
  • A minimum of 10 years of relevant experience is required.
  • An active TS/SCI clearance is mandatory.
Preferred Qualifications:
  • Familiarity with PEO IEW&S programs is desirable.
Education Requirements:
  • A degree in Engineering is preferred, with less than 10 years of experience acceptable.
