Mechanical Systems Designer

We are seeking a highly skilled Mechanical Systems Designer to join our team at the Naval Facilities Engineering Command. As a Mechanical Systems Designer, you will be responsible for reviewing cost estimates, budgets, and contracting processes to meet acquisition objectives. You will develop complete working drawings and specifications for design bid build projects and development of Request for Proposal (RFP) for design build projects. This role requires a strong understanding of mechanical engineering design, analysis software, and energy modeling tools. Additionally, you will advise multi-disciplinary teams on facility development products or services to ensure successful project execution.
Key Responsibilities:
• Review cost estimates, budget, or contracting processes in order to meet acquisition objectives
• Develop complete working drawings and specifications for design bid build projects and development of Request for Proposal (RFP) for design build projects
• Provide design support prior to construction award and provide successful management of any and all post-award aspects of the construction portion for the projects assigned
• Use energy modeling software (i.e. Auto desk software, Microsoft Office, mechanical engineering design, analysis software) to assist with producing proposed design drawings and specifications for mechanical and utility systems
• Advise multi-disciplinary teams on facility development products or services to ensure successful project execution
• Evaluate engineering design, construction, operation, maintenance, and repair of utilities equipment and systems to resolve any issues in a timely matter

Requirements:
• Bachelor's degree in Mechanical Engineering or related field
• Professional Engineer (PE) license issued from the District of Columbia, Guam, Puerto Rico, or any State in the U.S.
• At least 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
• Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices
• Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation
• Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids
• Providing pre- and post-award construction contract support
