Job Summary

We are seeking an experienced Electrical Engineer to join our team at Naval Sea Systems Command. As an Electrical Engineer - Electromagnetic Safety Specialist, you will be responsible for supporting the coordination of programs or projects within the Electromagnetic Environmental Effects (E3) Ordnance Safety Branch.

You will receive technical direction to work processes, issues, and problems pertaining to Hazards of Electromagnetic Radiation to Ordnance (HERO), Radiation Hazards (RADHAZ) Ashore, Electrostatic Discharge (ESD), and Ordnance Electrical Safety.

You will establish and implement OES criteria and standards, review and approve Master Plans developed by the Naval Facilities Engineering Command (NAVF ACENGCOM) for shore activities' military construction programs with respect to OES (grounding and bonding) and LGB issues.

You will collaborate with the NOSSA N41 group in the Site Approval Request (SAR) process to identify LGB and OES issues on explosive safety site approvals.

You will contribute technical advice relating to utilizing and exploring electrical and electronic phenomena and the motion, emissions, conduction, and behavior of electrical energy currents.

You will review the design and development of electrical equipment and systems, including broadcast/comm systems, electric motors, machinery controls, lighting/wiring, radar/navigation systems, and power generating, controlling/transmission devices.

You will review the development of electrical designs or construction drawings and specifications for electrical systems and equipment.

You will provide scientific, technical, and professional guidance and/or acquisition advice to program managers, directors, and engineers concerning problems.

You will generate and apply theories, principles, practical concepts, systems, and processes related to the science of electrical engineering, design standards, industry codes, and techniques.

You will discuss and reach engineering compromises and agreements with management, other engineers, and contractors inside of NAVSEA.

You will coordinate the review, evaluation, and advising of individuals on the effectiveness, technical adequacy, and suitability of their work and their recommendations.

You will provide technical and administrative support by assuring accurate technical direction or advice to Fleet and shore commands in the areas of HERO, RADHAZ, ESD, LGB, E3 site approvals, and electrical safety.

You will provide specific technical assistance to the Program Manager for the ESD, LGB, and Munitions Lithium Battery programs.

You will provide specific technical assistance to the Program Manager for the HERO/RADHAZ program by assisting in the assessment of weapons safety and acquisition programs of other agencies.

You will maintain lines of communication to keep abreast of developments within the tri-service and international electromagnetic safety technical communities and maintains knowledge of technical advances proposed for weapon system designs.

You will assist in providing guidance on the safety of specific designs or concepts based on known Navy use scenarios and test and evaluation (TE) data.

You will provide technical input to policy documents such as NAVSEA OP 4 and OP 5, Military Standards, etc.

Qualifications

In lieu of specialized experience, you may qualify with the following education:

Successful completion of a professional engineering degree.

Degree requirements are listed in the Education section below; OR

You may qualify with the following experience:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-01 (GS-01 through GS-04 equivalency), in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

As a professional engineer providing support on electrical engineering matters (e.g. electrical safety, electromagnetic hazards) to support various programs and collaborate with stakeholders for the improvement or optimization of a technical program.

Qualifications Standards Manual:

Successful completion of a professional engineering degree.

To be acceptable, the program must:

(1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
