Position Overview:

The Project Controls Engineer will play a crucial role in the execution of a significant construction project. This position entails managing project controls, supervising office operations, and ensuring adherence to contractual obligations.

Key Responsibilities:

  • Oversee project controls for construction, including report generation utilizing MS Office Suite, cost management, schedule oversight with Primavera, and management of change orders and submittals.
  • Direct daily operations of the office, emphasizing cost and schedule management in relation to construction contracts.
  • Prepare essential documentation and reports for project control.
  • Gain a comprehensive understanding of all administrative requirements within the construction contract to ensure timely submission of necessary documents.
  • Ensure the prompt and satisfactory completion of project control tasks, including the management of contractor submittals and as-built documentation.
  • Evaluate the contractor's monthly payment requests and communicate findings to the Project Director.
  • Assess requests for contract modifications for necessity and compliance with existing requirements.
  • Assist in quantity take-offs and the preparation of Independent Government Estimates (IGEs).
  • Support the Project Director in contract administration, including negotiations and interpretation of contract stipulations.
  • Participate actively in required meetings and conferences.
  • Maintain daily logs of construction activities, organize inspection reports, and track project records.
  • Mentor administrative staff to foster professional development.
  • Coordinate effectively with the Project Director and other team members.
  • Perform additional relevant duties as assigned.

Qualifications:

  • Must possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance from the Defense Counterintelligence and Security Agency.
  • A degree in Engineering (any discipline), Engineering Management, Construction Management, or Construction Engineering is required.
  • A minimum of 7 years of experience in the commercial construction sector is essential; experience with US Embassy projects is highly desirable.
  • International experience is a prerequisite.
  • Certifications such as Certified Cost Consultant, Certified Cost Engineer, Certified Cost Technician, or Certified Estimating Professional are preferred.
  • Experience in providing Quality Assurance oversight for construction projects, reviewing contractor submissions, and preparing monthly progress reports is required.
  • Knowledge of International Codes is crucial.
  • Proficiency in responding to Requests for Information (RFI) and evaluating design calculations and engineering data is necessary.
  • Familiarity with Construction Safety regulations, including EM and OSHA, is important.
  • Recent experience with Primavera and strong skills in Microsoft Office Suite are preferred.
