The Audit & Program Review (APR) division undertakes independent and impartial assessments of municipal programs and operations, producing public reports of findings and offering recommendations aimed at enhancing the effectiveness and efficiency of City services. The work of APR serves as a vital resource for the City Council, policymakers, civic organizations, media, and the general public. This section is dedicated to executing professional performance audits of City programs and departments in accordance with established government auditing standards as outlined by the federal Government Accountability Office (The Yellow Book).

Under the supervision of a Chief Performance Analyst, this role is tasked with conducting performance audits to assess the efficiency, effectiveness, equity, economy, and integrity of City programs. The Senior Performance Analyst will play a key role in mentoring, training, and guiding Performance Analysts through effective communication and exemplary role modeling.

KEY RESPONSIBILITIES:

  • Conduct performance audits to assess the equity, efficiency, effectiveness, economy, and integrity of City programs in alignment with Generally Accepted Government Auditing Standards (GAGAS).
  • Mentor, train, and guide the work of Performance Analysts both independently and under the direction of a Chief Performance Analyst.
  • Develop innovative ideas for performance audits across various City of Chicago operations.
  • Gather, analyze, and interpret data related to program performance.
  • Provide recommendations regarding the efficient and economical management of City resources.
  • Evaluate risks associated with City programs and assess processes designed to mitigate those risks.
  • Engage with City staff and other stakeholders through interviews.
  • Compose clear, concise, and objective reports.
  • Perform additional duties as assigned.

MINIMUM QUALIFICATIONS:

A bachelor's degree from an accredited institution plus three years of relevant experience in program auditing or operations analysis, or an equivalent combination of education, training, and experience, provided that the minimum degree requirement is met.

PREFERRED QUALIFICATIONS:

  • Strong commitment to enhancing the equity, efficiency, effectiveness, economy, and integrity of City of Chicago operations.
  • Proven experience in successfully mentoring, training, or guiding others.
  • Demonstrated ability to identify and implement process improvements in a collaborative work environment.
  • Extensive experience in conducting and leading performance audits in compliance with Generally Accepted Government Auditing Standards.
  • A graduate degree in public administration, public policy, government, social science, or a related field.
  • Experience in developing data collection tools such as surveys, direct and participatory observation, interviews, focus groups, and literature reviews.

ANNUAL SALARY: Range: $80,472 – $108,816 (annual increases)

Starting $80,472 (non-negotiable); Post successful six-month review $82,752

TRAVEL AND SCHEDULE: Travel outside Chicago is not required. Standard office hours are 9:00am – 5:00pm, flexibility permitted.

RESIDENCY REQUIREMENT: Employees must be a resident of the City of Chicago and proof of residency is required at the commencement of employment.
