Job Overview

Armand Corporation, a leading M/WBE Construction Management firm, is seeking a seasoned Construction Manager to oversee complex rail, transit, and transportation projects in NY & NJ.

The ideal candidate will have 15+ years of experience in heavy civil construction, with a focus on rails, tunnels, structures, bridges, and roadways. A Bachelor's Degree in Civil Engineering, Construction Management, or a related field is required.

Key Responsibilities
  • Oversee all phases of construction involving railway systems infrastructure.
  • Coordinate and integrate trackwork, signaling systems, control systems, and traction power.
  • Ensure field personnel adhere to project specifications, safety standards, and environmental regulations.
  • Create and enforce construction schedules, budgets, and resource plans.
  • Oversee on-site materials, including vendor supplies and excavation products, and ensure proper disposal of hazardous materials.
  • Discern areas of risk and implement effective risk management strategies.
  • Participate in update meetings and prepare project progress reports.
  • Prioritize conflicting needs and handle matters expeditiously.
Requirements
  • Bachelor's Degree in Civil Engineering, Construction Management, or a related field.
  • Minimum 15 years of progressive experience in rail, transit system, track, signals, traction power, installation, testing, commissioning, etc.
  • NJ Transit, MTA, or Amtrak safety training is a plus.
  • Advanced certifications preferred (NICET, ACI, etc.).
  • Ideal candidate has experience with rail transit systems on tunnel projects.
  • Experience in fire-protection and life-safety requirements for underground, surface, and elevated fixed guideway transit and passenger rail systems.
  • Ability to pass a TWIC and/or SWAC Background Check at High Level.
  • Valid drivers license may be required depending on site location.
  • Strong written and verbal communication skills.
  • Must be authorized to work in the United States.
  • Must be fluent in English (both written and spoken).
