The Transportation Engineering Division within the Capital Improvements Department of Public Works is in search of a proactive and team-oriented engineer with strong communication abilities to support the planning, execution, and oversight of capital improvement projects. The key duties of this role encompass the planning, design, and management of bridges, infrastructure, and transportation initiatives within the Transportation Engineering Division.

Key Responsibilities:

  • Oversee consultant teams in the design and formulation of construction documents for bridge and transportation projects.
  • Develop and manage project timelines, scopes, budgets, and negotiate consultant compensation.
  • Coordinate design efforts with various County departments and all relevant local and state agencies.
  • Evaluate plans and technical specifications throughout all design stages.
  • Assist in drafting construction specifications and final bidding documents.
  • Collaborate with internal teams and guide junior engineers.
  • Participate in meetings with County personnel, consultants, local and state agencies, contractors, and community members.
  • Conduct site inspections and monitor construction activities to ensure compliance with design specifications.
  • Initiate, plan, coordinate, and supervise in-house design projects and assignments.

Required Qualifications:

  • A Bachelor's degree in civil engineering and a professional engineering license from the State of Florida (or the ability to obtain within 6 months of hire through reciprocity) along with four years of relevant experience in areas such as roadway, bridge, drainage, construction, project management, and civil engineering, including one year of supervisory experience; or
  • A Master's degree in civil engineering and a professional engineering license from the State of Florida (or the ability to obtain within 6 months of hire through reciprocity) with two years of relevant experience as described above; or
  • An equivalent combination of education, training, and experience.
  • A valid Florida Driver's License at the time of hire.
  • Willingness to work various schedules, including mandatory work periods during emergencies or disasters.

Preferred Qualifications:

  • Comprehensive experience in project management.
  • Strong communication skills, both verbal and written, including public speaking.
  • Ability to build and maintain effective working relationships.
  • Experience in coordinating permits with state agencies.
  • Familiarity with LRFD AASHTO Bridge Design Manual.
  • Knowledge of local and state transportation specifications and design standards.
  • Experience in structural design for transportation infrastructure.
  • Understanding of the Florida Green Book.

Knowledge, Skills, and Abilities:

  • Proficient understanding of structural and civil engineering design practices, methods, and regulatory requirements.
  • Knowledge of contemporary engineering practices and procedures applicable to public works and construction.
  • Familiarity with modern office practices, including report writing and recordkeeping.
  • Leadership skills to guide engineers, contractors, and technicians effectively.
  • Proficient in utilizing software applications for engineering design, drafting, mapping, and scheduling.
  • Ability to conduct technical reviews of a diverse range of engineering plans and specifications.
