Position Summary:
The role involves analyzing system requirements and operational concepts, acquisition strategies, and system specifications to formulate evaluation and testing plans and procedures. The candidate will prepare for and conduct data collection and analysis, reporting on status and outcomes. This position supports the creation of government test and evaluation documentation, including Test & Evaluation (T&E) Strategy, Test & Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports. Collaboration with other testing organizations is essential to ensure T&E program integration. The role provides specialized T&E capabilities tailored to system functions, levels, maturity, and performance areas as outlined in the Statement of Work (SOW).
Note: This position requires an existing NSA Top Secret Clearance and Polygraph.
Technical Expertise: Experience in testing on AWS, Bash, Python, JavaScript, Git, and familiarity with standard agency systems such as CASPORT.
Key Responsibilities:
- Assist with Level 1 tasks based on technical training and prior testing experience.
- Conduct research and apply knowledge of government test and evaluation concepts alongside related engineering, acquisition, and operational activities to support T&E efforts.
- Plan and execute performance analysis.
- Review acquisition strategies to align T&E schedules with decision-maker needs.
- Analyze performance risk areas to guide T&E planning.
- Specify, validate, and adapt modeling and simulation for T&E applications.
- Utilize statistical analysis to assess variations in performance behavior and characterize confidence in performance estimates.
- Select, develop, and utilize analysis tools.
- Implement the evaluation plan based on data collected from testing tasks.
- Plan and execute performance data collection.
- Coordinate program and event-level testing to gather necessary data for analysis.
- Establish and maintain data and configuration management capabilities.
- Support data authentication functions and comply with discrepancy reporting criteria.
- Evaluate operational and system performance requirements for testability and criticality to prioritize T&E objectives.
- Collaborate with program Systems Engineering (SE) to review T&E-related SE information.
- Produce evaluation plans, analysis plans, data requirements, risk assessments, and evaluation reports.
- Design data sampling schemes to optimize information/resource balance and control testing uncertainties.
- Participate in T&E Working Integrated Product Teams (WIPT) and/or Integrated Test Teams for data collection coordination.
- Work directly with government sponsors to implement tasks.
- Maintain awareness of current and evolving agency, national, and international standards relevant to system development.
Required Experience:
- Citizenship: Must be a US Citizen.
- Existing Clearance: Active Top-Secret SCI with Poly.
- Minimum of five (5) years of experience as a Test Engineer in programs and contracts of similar scope and complexity.
- Bachelor's degree in Math, Science, Engineering, Statistics, Engineering Management, or a related field from an accredited institution. Four (4) years of additional experience may substitute for a bachelor's degree.
- Review requirements, specifications, and technical design documents to provide timely feedback.
- Create detailed, comprehensive, and well-structured test plans and cases.
- Identify, document, and track bugs thoroughly.
- Perform regression testing upon bug resolution.
- Develop and implement testing processes to meet client needs.
- Monitor quality assurance metrics.
- Stay updated with new testing tools and strategies.
- Ability to develop test/acceptance plans for web-based applications based on system requirements.
- Ability to create Selenium (or equivalent) scripts for automated user interface testing.
- Ability to develop Postman (or equivalent) scripts for API testing.
- Ability to collaborate with developers to integrate testing into CI/CD processes.
- Knowledge of Sonarqube (or equivalent) and ability to guide developers based on code analysis results.
- Ability to work with developers on code quality standards.
