Project: Navy Financial Operations & Transformation Services

The Department of the Navy (DON) is focused on enhancing its financial operations to better support its mission and the warfighters. The DON aims to transform its financial management operations into a leading institution aligned with the Department of Defense Financial Management Strategy FY22-26 and the Secretary of the Navy's strategic guidance.
The vision for the DON's Financial Management transformation includes the execution of financial operations through modern Enterprise Resource Planning (ERP) systems, utilizing standardized business processes with annual internal control assessments based on risk; ensuring budget transparency and fiscal discipline; providing senior leaders with timely and accurate financial and logistics data for informed decision-making; and fostering an inspired, dedicated, and challenged FM workforce.

Position Levels:

IV&V Analyst I
Functional Responsibility: Contributes as a junior analyst in the Independent Verification & Validation process to enhance operational performance. Aids in the assessment and evaluation of client requirements to devise solutions that align with strategic objectives. Assists in data collection for analysis and study preparation. Engages in various administrative tasks related to planning and coordination, collaborating with clients at the operational level.
Relevant Experience: One (1) year of relevant experience in Financial ERP.
Minimum Education: Bachelor's degree (or equivalent experience).

IV&V Analyst II
Functional Responsibility: Utilizes knowledge of Independent Verification & Validation to formulate integrated solutions addressing technical and business challenges. Facilitates sessions with clients to define detailed business requirements for solution development. Collects, analyzes, and documents requirements and business processes to enhance existing systems or create new solutions. Coordinates with clients at the branch head level.
Relevant Experience: Three (3) years of relevant experience in Financial ERP.
Minimum Education: Bachelor's degree (or equivalent experience).

IV&V Analyst III
Functional Responsibility: Applies best practices in Independent Verification & Validation to provide specialized expertise in operational and transformation services. Conducts studies on metrics, performance measurements, and requirements, offering insights and recommendations. Translates requirements into actionable use cases during solution design and implementation, ensuring clarity and understanding. Aids in strategic planning and assesses proposed solutions for compliance with business needs. Mentors junior analysts and coordinates with clients at the division director level.
Relevant Experience: Six (6) years of relevant experience in Financial ERP.
Minimum Education: Bachelor's degree (or equivalent experience).

IV&V Analyst IV
Functional Responsibility: Leads Independent Verification & Validation efforts, ensuring a team of professionals operates effectively within complex business environments. Develops business cases, functional and non-functional requirements, feasibility studies, and scopes for new solutions. Understands and communicates the interrelationships between requirements and solutions, identifying gaps and proposing necessary adjustments. Directs process modeling and translates requirements into design, ensuring compliance with government standards and best practices. Coordinates with clients at the SES-level and above.
Relevant Experience: Nine (9) years of relevant experience in Financial ERP.
Minimum Education: Bachelor's degree (or equivalent experience).
