Job Summary:

The Texas Department of Aging & Disability Services is seeking a highly skilled Contract Specialist II to join our team. As a key member of our procurement team, you will be responsible for developing, managing, and monitoring contracts for Child Protective Services.

Key Responsibilities:
  • Develop and manage contracts for Child Protective Services, including noncompetitive procurements and contract renewals.
  • Negotiate and award contracts, ensuring compliance with Federal, State, and agency policies and procedures.
  • Monitor contractors' performance, identifying fiscal and programmatic compliance issues and taking corrective action as needed.
  • Interact with representatives from state and community agency organizations, as well as Texas Department of Family and Protective Services staff at all levels.
  • Coordinate and execute contract termination and close-out processes.
  • Assist with designing service delivery systems, negotiating funding and contract terms, and reviewing contract service needs.
  • Prepare contract documents, monitoring reports, and correspondence, and handle corrective actions, collections, and follow-up monitoring activities.
  • Serve as the primary liaison between the Texas Department of Family and Protective Services and contractors, maintaining effective verbal and written communication.
  • Identify needs and provide training, technical assistance, and policy/procedure clarification to contractors and agency staff.
  • Resolve problems related to contract issues of service delivery, contract compliance, billing, financial performance, and other contract terms.
  • Review and approve contractor invoices and oversee maintenance of contract budget information in contract data systems.
  • Monitor expenditures continuously and make spending projections for assigned contracts.
Requirements:
  • Knowledge of computer software, including Microsoft Word, Excel, and Outlook, and basic accounting principles.
  • Skills and experience in negotiations, decision making, evaluation, and problem solving.
  • Effective written and verbal communication skills, with the ability to establish and maintain effective working relationships.
  • Ability to prioritize and complete multiple tasks with strict deadlines.
  • Ability to analyze and interpret State and agency contracting policies, rules, and regulations.
  • Ability to work in a stressful environment and work independently with minimal supervision.
Working Conditions:

This position requires regular attendance and adherence to agency leave policy.
