We are currently seeking a dedicated and experienced Senior Systems Analyst for Operations Research (TechSIGINT) to enhance our capabilities in managing mission authorities across various enterprise components.

Key Responsibilities:

  • Analyze legal and policy documents to extract essential information in line with established guidelines.
  • Identify compliance requirements within legal and policy frameworks according to set procedures.
  • Support the development and maintenance of effective controls to safeguard privacy rights during cryptologic operations, integrating relevant laws and policies into updated processes to meet mission goals.
  • Facilitate timely access to critical information for mission objectives, ensuring that individuals with access possess the necessary credentials.
  • Prepare and validate activities such as Interagency Review Panel (IRP) assessments, Comprehensive Accuracy Reviews (CARs), Verification of Accuracy Reviews (VoAs), and Critical Elements Verifications (CEVs); coordinate Enhanced Vetting Procedures (EVP).

Basic Qualifications:

  • A Bachelor's Degree with a minimum of 5 years of experience in the legal or technical aspects of Intelligence Community Privacy Compliance, with a strong background in TechSIGINT. A Master's degree or J.D. may substitute for two years of experience, reducing the requirement to three years. Alternatively, four years of additional experience may replace a Bachelor's degree.
  • Experience in SIGINT, supporting analytical processes, applications, and related products.
  • Proficient in TechSIGINT, providing critical insights to develop, modify, identify gaps, and shape policies, mandates, and guidelines.
  • Strong understanding of organizational goals and objectives.
  • Knowledge of relevant data privacy practices and regulations.

Preferred Qualifications:

  • Experience with compliance in the Intelligence Community.
  • Ability to work autonomously with minimal supervision.
  • Maintain documentation for analyzing legal and policy documents.
  • Proficient in various word processing and presentation tools (e.g., MS Word, PowerPoint, Adobe Pro).
  • Familiarity with task tracking and documentation software (e.g., Confluence and JIRA).
  • Basic understanding of customer authorities demonstrated through practical experience.
  • Engage with clients to identify issues and propose solutions based on existing documentation and guidelines.
  • Prepare reports, responses, and presentations tailored to diverse audiences.
  • Analyze compliance obligations to design and maintain controls, system requirements, and/or machine-readable rules that facilitate compliance automation.
  • Provide expertise in developing mission compliance-related policies and guidance.
  • Innovate methods to categorize, organize, and manage compliance obligations and related controls, system requirements, and/or machine-readable rules that enable compliance automation.

Security Clearance Requirements:

  • Current and active TS/SCI with polygraph.

Physical Requirements:

  • Must be able to remain stationary for 50% of the time.
  • Ability to communicate clearly with colleagues, management, and clients, which may involve delivering presentations.
