Position Overview:
The County of Riverside Transportation Department is seeking an experienced Engineering Project Manager (EPM) for the Traffic Engineering Division.

Key Responsibilities:
The EPM will oversee, plan, and manage the work of professional engineers, technical staff, and consultants engaged in Traffic Improvement Projects. This includes the administration of contracts and budget management.

Traffic Improvement Projects encompass various initiatives such as traffic signal installations, Intelligent Transportation Systems (ITS), roadway enhancements, and improvements for pedestrian and bicycle facilities.

Project Management:
The role requires handling substantial resources and navigating complex technical execution, environmental considerations, and regulatory compliance, including Federal and State funding.

The incumbent will conduct traffic investigations and safety assessments, propose mitigation strategies, and ensure adherence to Federal, State, and County design standards.

Qualifications:
The ideal candidate will possess advanced knowledge of the Caltrans Highway Design Manual, California Manual on Uniform Traffic Control Devices (CA MUTCD), and AASHTO Design Guidance, alongside extensive experience in traffic engineering related to highway safety, signal design, timing, transportation planning, and project management.

Competitive candidates will demonstrate expertise in roadway rehabilitation and multi-modal facility design, with a strong grasp of the Americans with Disabilities Act requirements as they pertain to public rights-of-way.

Preferred qualifications include valid certifications as a Civil Engineer and Traffic Engineer from the California State Board of Registration.

Department Overview:
The Transportation Department is responsible for the comprehensive planning, design, funding, construction, and maintenance of all transportation infrastructure within the unincorporated areas of the County.

The EPM will engage in complex engineering tasks, manage project assignments, ensure quality assurance, and review traffic studies and development-related technical analyses.

Collaboration and Representation:
The role involves representing the department in communications with other County departments, governmental agencies, utility companies, and stakeholders to facilitate effective coordination and project execution.

The EPM will also oversee the preparation of cooperative agreements with various agencies for the design and construction of Public Works Improvement Projects.

Education and Experience:
A bachelor's degree in Civil Engineering, Environmental Engineering, Geology, Planning, Transportation Planning, Public Administration, Urban Geography, or a closely related field is required. Candidates should have a minimum of four years of professional engineering experience, including two years in a lead or supervisory role with project management responsibilities.

Knowledge and Skills:
Successful candidates will demonstrate a strong understanding of engineering principles, project management techniques, personnel management, and budget administration.

Licenses/Certificates:
Possession of a valid Class C California Driver's License and a valid certificate of registration as a Civil Engineer from the California State Board of Registration for Professional Engineers is required.
