Job Summary

This position is responsible for the administration of all financial resources of the Petroleum Storage Tank Bureau (PSTB). The ideal candidate will have experience in financial accounting, state procurement code, and monitoring different revenue sources.

Key Responsibilities
  • Audit, monitor, direct, and allocate all PSTB expenditures and revenues
  • Analyze financial issues as they relate to the division's mission, grant terms, and goals
  • Manage a budget which includes federal and special revenue funding sources
  • Reconcile expenditures, invoices, and intrastate funding sources
  • Assist with Request for Proposal (RFP) solicitations including contract administration
  • Administer accounts payable to ensure purchases and contract deliverables are received timely and paid promptly
  • Help prepare the annual appropriation request and operating budget for PSTB
  • Serve as the PSTB financial point of contact for federal funding agencies
  • Develop all financial aspects of grant application work plans
  • Provide expertise and training for the bureau and division in the areas of budget projections and tracking, contracts, and the Statewide Human Resources Accounting and Reporting System (SHARE) financial and human resources modules
  • Report directly to the Resource Protection Division (RPD) Program Financial Manager
  • Work with the RPD Program Financial Manager and PSTB Bureau Chief on all financial matters
Requirements
  • Bachelor's degree in Accounting, Finance, or Business Administration
  • Two years of experience in budget preparation, budget monitoring, governmental accounting, and/or federal grant reporting
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.

Supplemental Information

This position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
