The County of Northampton is seeking a highly skilled GIS Specialist to join our team. As a key member of our assessment and mapping team, you will be responsible for maintaining accurate and up-to-date records, providing expert advice on assessment matters, and utilizing Geographic Information Systems (GIS) to analyze and interpret data.
Key Responsibilities- Maintain assessment and other records, ensuring accuracy and completeness.
- Provide information and assistance regarding assessment matters, tax bill preparation, and property location.
- Utilize GIS software and database management systems to analyze and interpret data.
- Work closely with school districts, tax collectors, and other stakeholders to ensure seamless communication and collaboration.
- Develop and maintain tax parcel digital boundary lines, ensuring accuracy and precision.
- Train and assist junior staff members with GIS software and standard office practices.
- Perform tax parcel conversion and GIS analysis to support property assessment and mapping.
- Research and develop new ways to utilize technology to advance property assessment and mapping relationships.
- Maintain web pages for property assessment, tax claims, and property mapping.
- Attend continuing education classes and seminars to maintain state CPE certification and stay current with GIS technology.
- Completion of a high school diploma or general equivalency diploma.
- Graduation from an accredited college or university with a Bachelor's degree in a Geography-related field.
- At least three years of satisfactory full-time professional experience in Assessment/Appraisals and GIS.
- Must be a resident of the Commonwealth of Pennsylvania for a minimum of six months.
- Ability to function independently and work effectively with the public, co-workers, and other related professionals.
- Knowledge of GIS software and database management systems.
- Knowledge of practices and laws regarding property assessment, deeds, and survey plans.
- Ability to research and approach problems in a logical manner.
- Comprehensive knowledge of cartography regarding map creation, analysis, and interpretation.
- Strong customer service skills.
- Attentive to details.
- Ability to coordinate multiple priorities and competing time demands.
- Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
