Job Overview

Position: Construction Estimator and Project Supervisor

Supervisory Duties:

  • Oversee and manage site Superintendents.

Key Responsibilities:

  • Participate in pre-bid discussions, conduct site assessments, and document all verbal communications from clients during the bidding phase.
  • Perform material take-offs to ensure precise pricing for wet utility projects, including concrete, reinforcement, and form materials for structures.
  • Identify change orders, effectively communicate them, and prepare bid modifications for clients.
  • Develop comprehensive project cost estimates based on client RFQ documents, drawings, and insights gained throughout the bidding and award phases.
  • Understand and articulate the rationale behind each estimate, including the allocation of man-hours and required personnel for each task.
  • Facilitate communication between various company departments, such as Grading and Site Concrete Divisions, regarding costs and scheduling.
  • Prepare detailed cost estimates that encompass all necessary expenses, including management services, equipment, materials, construction, operating costs, and other related expenses for sewer, water, and storm drain projects for both private and public clients.
  • Act as the primary liaison with clients for project coordination and communication.
  • Manage project material orders, purchase orders, and the submittal process, including value engineering options.
  • Lead and organize project meetings, coordinating schedules with the superintendent and providing progress updates and future schedules for both clients and internal management.
  • Oversee the coordination of project schedules, budgets, Gantt charts, and other deliverables.
  • Possess knowledge of wet utility materials and fittings, including PVC, Steel, Ductile Iron, Clay, and RCP.
  • Understand open cut construction, basic shoring techniques, traffic control measures, and street work through site visits.
  • Build and maintain positive relationships with clients, vendors, and field supervisors.
  • Read and interpret project specifications, soil reports, bid documents, and special requirements (including insurance).
  • Exhibit strong time management skills and the ability to handle multiple tasks while meeting deadlines.

Required Skills and Qualifications:

  • Comprehensive understanding of Civil Drawings, Soil Reports, and Project Specifications.
  • Proficient in Microsoft Office and estimating/accounting software such as Microsoft Projects, Excel, Word, PowerPoint, Bid-To-Win (B2W), Stack Takeoff, bid mail, Smartbidnet, Building Connected, Bluebeam, and Adobe.
  • Effective communication skills with the ability to deliver high-quality service in a dynamic environment.

Education and Experience:

  • A minimum of 5 years of experience in pipeline estimating/project management, focusing on sewer, storm drain, and waterline projects.
  • Strong interpersonal and relational skills.
  • Availability to work Monday through Friday, with potential for additional hours to complete tasks.
  • Possession of a valid CA Driver's License and a clean driving record.

Physical Requirements:

  • Must possess physical strength, balance, hand-eye coordination, and stamina to perform tasks in various environments.
  • Able to work in all weather conditions.
  • Capable of standing and walking for up to eight hours daily.
